Abreu President S i r : This refers to your letter dated Feb. 12, 1988 inquiring whether the importation and sale of certain materials for use in the manufacture of complete animal and poultry feeds are exempted from the value-added tax (VAT). In reply, please be informed that the importation and sale of all the materials mentioned in your letter are subject to VAT inasmuch as the only products and materials used in the manufacture of animal and poultry feeds which are exempted from VAT are those explicitly mentioned in Sec. 103 (c) of the Tax Code, as amended by E.O.
