Suite 532 Madrigal Bldg. 286 Escolta 1006 Manila Attention: Cedric Bernardez Managing Principal S i r s : This has reference to your letter dated November 5, 1990, stating that your client, Smiles International Inc., is a non-VAT registered company engaged in the publication of books with fixed prices for subscription and sale. In this connection, you would like to request for a ruling on the taxability of your client's importation of the books printed in Japan. In reply, please be informed that your client's importation of books is exempt from VAT pursuant to Section 103(f) of the Tax Code, as amended. This finds support in VAT Ruling No. 065-90.
