VALENZUELA CITY ORDINANCE NO. 641-19 AN ORDINANCE EXTENDING TAX RELIEF PERIOD UNDER ORDINANCE NO. 586, SERIES OF 2019 OTHERWISE KNOWN AS "AN ORDINANCE GRANTING TAX RELIEF ON REAL PROPERTY TAXES DUE ON ALL CLASSES" Authored by: Coun. No. 7160, otherwise known as the Local Government Code of 1991, provides that every local government unit shall exercise power essential to the promotion of the general welfare within their respective territorial jurisdiction, ensure and support, among other thing, promotion and enhancement of economic prosperity and social justice preserve the comfort and convenience of their inhabitants; WHEREAS , Sections 5 and 7 of Ordinance No. 586, Series of 2019 provides: " SECTION 5. Where and When to Apply . The application for tax relief shall be filed with the Office of the City Treasurer on or before December 31, 2019 . SECTION 7. Waiver, Manner and Mode of Payment . All persons allowed to avail of tax relief are hereby given until December 31, 2019 within which to avail of the relief by settling in whole the tax delinquency computed in accordance with Section 3 hereof, in cash or manager's check. Otherwise, they shall be deemed to have waived their rights under this Ordinance and the total amount due including its interest from the time of their delinquencies before the amnesty shall become automatically due, demandable and shall be enforced in accordance with law ." WHEREAS , the Commission on Audit-Valenzuela City Field likewise recommended that a tax relief must be granted to delinquent taxpayer. Further, recommending payment of real property taxes for delinquency of five (5) years and current tax due to encourage payment; WHEREAS , there is need to extend the Real Property Tax Relief to encourage bringing citizens into compliance with law rather than further burdening them with interest on their tax dues; NOW, THEREFORE , be it ORDAINED , as it is hereby ORDAINED , by the City Council of Valenzuela, in a session duly assembled THAT : SECTION 1. Section 5 of Ordinance No. 586, Series of 2019 is hereby amended as follows: " SECTION 5. Where and When to Apply . The application for tax relief shall be filed with the Office of the City Treasurer on or before March 31, 2020. " SECTION 2. Section 7 of Ordinance No. 586, Series of 2019 is hereby amended as follows: " SECTION 7. Waiver, Manner and Mode of Payment . All persons allowed to avail of tax relief are hereby given until March 31, 2020 within which to avail of the relief by settling in whole the tax delinquency computed in accordance with Section 3 hereof, in cash or manager's check. Otherwise, they shall be deemed to have waived their rights under this Ordinance and the total amount due including its interest from the time of their delinquencies before the amnesty shall become automatically due, demandable and shall be enforced in accordance with law. Further, for undeclared properties that will be declared for the first time, the computation of the market value shall be based on the existing Ordinance at the time of the approval of the Ordinance No. 586, Series of 2019 ." SECTION 3. Copy of the Ordinance shall be furnished to the Office of the City Treasurer, City Assessor, City Legal, City Accountant, Information and Communication Technology, Public Information Office and other concerned offices for their information and implementation.
