February 23, 2005 TACLOBAN CITY ORDINANCE NO. 2005-9-63 AN ORDINANCE AMENDING SECTIONS 45, 60, 81, 82, 90, 91, 92, 93, 95, 96, 97, 98, 99, 100, 102, 103, 104, 107 AND RELATED PROVISIONS OF THE 1999 REVENUE CODE OF TACLOBAN OTHERWISE KNOWN AS ORDINANCE NO. 99-58 AND OTHER RELATED SERIES Sponsor: Hon. Robert Hernandez Be it enacted by the Sangguniang Panlungsod, City of Tacloban, Philippines, that: SECTION 1. The Rate of Fees and Charges . The rate of fees and charges covered by the 1999 Revenue Code of the City of Tacloban, under Sections 45, 60, 81, 82, 90, 91, 92, 93, 95, 96, 97, 99, 100, 102, 103, 104, 107 is hereby amended to read as follows: SECTION 1-A. Section 45 of the 1999 Revenue Code of Tacloban is hereby amended to read as follows: " Section 45. Imposition of Amusement Tax. There shall be collected from the proprietors, lessees or operators of theaters, cinemas, concert halls, circuses, boxing stadia and other places of amusement at the rate of Ten Percent (10%) of the gross receipts from admission fees." SECTION 1-B. Section 60 of the 1999 Revenue Code of Tacloban is hereby amended to read as follows: " Section 60. Social Amelioration Tax. There is levied and imposed a Social Amelioration Tax of Five Pesos (P5.00) for the purpose of generating funds for the upliftment of the lives of the indigent residents of the City of Tacloban to be collected on top of admission fee on every customer or patron of all movie houses and cockpits." SECTION 1-B-A. Section 81 of the 1999 Revenue Code of Tacloban City is hereby amended to read as follows: " Section 81. Imposition of Fee. There is hereby imposed as fee on signs, signboards, billboards and advertisements at the rate prescribed hereunder: a) Billboards or signboards for advertisements of business, per square meter or fraction thereof: Single Faced 25.00 Doubled Faced 50.00 b) Billboards, or signs for professionals, per square meter or fraction thereof, except signs displayed at the residence of the said professional or incumbent City official as location of the latter 23.00 c) Billboards, signs or advertisements for business and professions, painted on any building structure or otherwise separated or detached therefrom, per square meter or fraction thereof 25.00 d) Advertisements by means of placards, per square meter or fraction thereof 25.00 e) Advertisements for business or professions by means of slides in movies payable by owners of movie houses 230.00 f) Advertisements for business or professions by means of film exhibition payable by owners or operators 1,900.00 In addition to the fees provided under (a) and (b) of this Section, for the use of electric or neon lights in billboards, per square meter or fraction thereof 25.00 g) Mass display of signs From 100 to 200 display signs 775.00 From 251 to 500 display signs 1,100.00 From 501 to 550 display signs 1,350.00 From 551 to 1,000 display signs 1,600.00 From more than 1,000 display signs 3,100.00 h) Advertisement by means of vehicles, balloons, kites, etc. Per day or fraction thereof 105.00 Per week or fraction thereof 155.00 Per month or fraction thereof 205.00 i) Advertisements by means of promotional sales (house to house), per day, per person 25.00" SECTION 1-C. No person shall engage or operate any of the business enumerated hereunder without first paying the corresponding annual permit fee indicated for each type of business. A. Sanitary Inspection Fees and Health Certificate. a. Every owner/operator of business, industrial, commercial, or agricultural establishments, accessoria, building or house for rent shall secure sanitary certificate or permit to the purpose of supervision and enforcement of existing rules and regulations on sanitation and safety of the public upon payment to the City treasurer of an annual fee in accordance with the following schedule: Annual Gross Sales of: 1. The following schedule of fees shall be imposed and paid to the City Treasurer, for services rendered by the City Assessor's Office, viz. : A. For Real Property Documents 1. Research of any records on file per parcel/TD/lot requested 10.00 2. For certified true copies of records 50.00 3. Certification of records for consideration relative to non-existence of a document except beneficiaries for burial assistance granted by law 50.00 B. Other Transactions 1. The rental rate of the Executive Lounge shall be SEVEN HUNDRED PESOS (PhP700.00) for eight hours and ONE HUNDRED PESOS (PhP100.00) per hour in excess of eight hours. A fraction of an hour in excess of the eight (8) hours used shall be considered as one (1) hour.
