December 4, 2015 SRA MEMORANDUM TO : All Sugar Mills/Planters Associations SUBJECT : Taxpayers Identification Number (TIN) in Sugar Quedans In a meeting with the Sugar Traders Association of the Philippines, the problem that continues to delay processing of sugar withdrawals is the occurrence of invalid TIN reflected by the sugar mills in the quedans. This affects the flow of sugar from the mills' warehouses to their intended markets. For smooth flow of sugar to the market and balanced supply situation all over the country, all sugar mills/planters associations are enjoined to ensure the implementation of BIR Memorandum dated January 20, 2015 and that the correct TIN of the sugar planters/owners must be reflected in the sugar quedans to avoid delays in the processing of withdrawals. Please note that BIR Forms 1901 and 2303 are the best sources of a particular planter's TIN. AIDSTE Further, please be informed that the traders are requesting SRA to come up with a policy issuance of "No TIN, No Quedan Signing" by the Regulation Officers.
