O R D E R At the preliminary conference held on November 3, 1994, the following matters ensued. 1. Despite earnest efforts exerted by this Hearing Officer, the parties failed to reach an amicable settlement. LibLex 2. Parties agreed that the Summary Rules Governing Election Cases will be applied in this case; 3. There was no need to amend any pleading; 4. Parties agreed to submit their respective position papers with documentary exhibits within ten (10) days from receipt hereof. 5. The requirement of notice to the petitioners was considered waived in view of their presence at the meeting on January 29, 1994. 6. The issues to be resolved are: 6.a) Whether or not there was an election conducted on January 29, 1994; 6.b) If so, then whether or not the election conducted (on this particular date) is valid? 7. Parties waived their respective claims for damages. 8.
