May 26, 1993 Ms. Percie D. Managuelod Committee Secretary Committee on Youth and Sports Development Committee Affairs Bureau House Representative Quezon City Madam : This refers to the letter of Congressman Ramon D. Durano III requesting opinion or interpretation of Section 11 paragraph (j) of RA 6847, (An Act Creating and Establishing The Philippine Sports Commission, Defining Its Powers , Functions And Responsibilities, Appropriating Funds Thereof, And For Other Purposes) quoted hereunder. "(j) To exercise supervisory and visitorial powers over the national sports associations in connection with their sports promotion and development programs with respect to which financial assistance is extended by the Commission." We regret to inform you, that it is not within the SEC's power to interpret provisions of law creating other government agencies.
