Palanca Streets Legaspi Village, Makati City M a d a m : This refers to your letter dated 17 September 2002 requesting assistance from the Office of the President for the endorsement of your client to the Commission for proper accreditation and/or authorization to engage in the issuance of international driver's license in the Philippines. In this regard, please be informed that it is not within the jurisdiction of the Securities and Exchange Commission to accredit or authorize any corporation or partnership to issue driver's licenses whether domestic or international. The Commission's authority is specifically defined under the Corporation Code of the Philippines, the Securities Regulation Code and other special laws which do not cover your client's intended activity. Moreover, a careful scrutiny of the purpose clauses reveals that the corporation shall engage only in the "Printing Service Business for International Identification Card for International Drivers' Permit and other related activities which clearly excludes the issuance of such license. According to the well enshrined principle of " expressio unius est exclusio alterium " or in simple parlance "the express mention of one person, thing or consequence is tantamount to an exclusion of all others."
