(PAMURI) 6th Floor, Salamin Building Salcedo St., Legaspi Village Makati, Metro Manila Dear Sir: This is in connection with your letter dated July 17, 1981 requesting authority for the printing of a certificate for distribution to all multinational companies registered under P. D. 218 that would explain said decree and the right and privileges of companies registered and operating under it, allegedly, in order to preclude unauthorized demands by the public and misunderstandings in respect to the obligations of the companies. prcd It is with regret that the Commission denies your request for the following reasons. Under P. D. 218 and its implementing rules and regulations, the SEC is the agency vested with the power to register and issue licenses to regional or area headquarters established by multinational companies in the Philippines. As such, only the signature of the licensing authority appears in the certificates presently issued by the Commission. Secondly, we deem it necessary to print at the back of the certificates the terms and conditions prescribed by P. D. 218 on all companies registered under it as a reminder of their obligations under the law. Lastly, this Commission has no jurisdiction over provisions of other laws indicated in your proposed certificate not entrusted to it for administration and enforcement. Please be advised accordingly.
