Santiago Director, Bureau of Land Transportation East Avenue, Quezon City Dear Sir: This is in connection with your letter dated August 7, 1981 relative to Executive Order No. 248 issued July 24, 1970, empowering the then Land Transportation Commission, now Bureau of Land Transportation (BLT) "to control and supervise the operations of motor vehicle driving schools with the primary objective to improve driver education in the country". It appears from your letter that "colorum" driving schools which failed to file the required applications with the BLT in violation of the mandate of the afore-cited Executive Order are in existence, and that to effectively implement the said order, you are requesting that business entities offering driving lessons which file their articles of incorporation or partnership with the SEC be required to present the BLT certificate of accreditation. Requests of other government entities relative to the proper execution of laws, decrees and orders are always considered by the Commission with dispatch. However, we regret to inform you that it might take time before we could require existing business entities incorporated after July 24, 1970 to submit the required BLT certificate of accreditation obviously for lack of the necessary facilities and manpower. In fact, we do not have any computer system to detect which of the 150,000 registered corporations and the existing partnerships have included in their articles of incorporation or partnership this particular undertaking. We still have to devise ways and means by which this Office may carry out your request. However, rest assured that business entities seeking registration with us, will henceforth, be required to submit the BLT certificate of accreditation before their articles of incorporation/partnership are approved by this Commission.
