June 8, 2023 SEC NOTICE TO : All Capital Market Participants (Institutions and Professionals) SUBJECT : Transition from Capital Market Participants Registry System ("CMPRS") to Electronic Registry of Application for Market Participants ("eRAMP") Notice is hereby given to all concerned that starting 22 June 2023, the SEC Capital Market Participants Registry System ("CMPRS") shall no longer accept and process applications/transactions from capital market participants, both institutions and professionals. CMPRS is the computerized internet-based real time facility that allows online submission and/or uploading of applications, evaluation and processing of applications, issuance of registration/licenses, payment of annual fees and monitoring of capital market participants. aScITE Beginning 22 June 2023, the SEC shall launch and operationalize the Electronic Registry of Application for Market Participants (eRAMP) along with the Electronic SEC Universal Registration Environment ("eSECURE") which is an electronic know-your-customer ("eKYC") and credentialing services connected to the SEC systems to provide more efficient transactions. The eRAMP will accept, process, approve, and allow online payment of fees for all applications of the capital market participant. Pursuant to the implementation of the eRAMP, please be guided of the following actions for transition: 1. All CMPRS users must register in the eSECURE. 2. All pending applications in the CMPRS, including those filed but have not yet been approved for payment, has to re-apply in the eRAMP. 3. Applications that are in compliance status in the CMPRS may continue with the registration application by re-applying through eRAMP. 4. Applicants whose applications have been approved for payment in the CMPRS and have been provided with a Payment Assessment Form ("PAF") should proceed in paying the registration fees and re-encode the application in the eRAMP. The proof of payment, together with the signed and authenticated/notarized copies of the registration documents, should be submitted to the selected processing office for the issuance of the Certificate of Registration. 5. Applicants that have already paid their registration fees but cannot upload the proof of payment in the CMPRS should re-encode the application in the eRAMP and submit the proof of payment, together with the signed and authenticated/notarized copies of the registration documents, to the selected processing office for the issuance of the Certificate of Registration. Applicants that have already uploaded the proof of payment in the CMPRS but have not yet been issued a Certificate of Registration should re-encode and submit the proof of payment, together with the signed and authenticated/notarized copies of the registration documents, to the selected processing office for the issuance of the Certificate of Registration. All authorized filer shall undergo eSECURE registration. Authorized filer with an existing account in the CMPRS will no longer request for an account in the eRAMP, provided that the same email address shall be used. Please note that the CMPRS will no longer be accessible during the pre-transition period, i.e. , from 14 June 2023 to 21 June 2023. All transactions will be resumed and processed through the eRAMP starting 22 June 2023. For queries and other concerns, the public may contact the concerned department.
