August 4, 2020 SEC NOTICE TO : Capital Market Institutions, Participants and Employees RE : Capital Market Operations and Use of RapidPass under the Modified Enhanced Community Quarantine With the announcement that Metro Manila and certain parts of Region IV-A will be placed under Modified Enhanced Community Quarantine ("MECQ") from 3-18 August 2020, the Commission resolves to clarify matters pertaining to the operations of capital market participants. Recall that under the Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines, 1 capital market participants are allowed to implement skeleton workforce arrangement in their offices. 2 Employees of capital market participants can present either their company IDs or RapidPass QR Codes at checkpoints. The QR Code will be honored in checkpoints within Metro Manila. The Commission advises capital market participants to have their company IDs at all times in case law enforcement authorities at the checkpoints ask for any verification. For those who applied for QR Codes as early as May, kindly check your mobile numbers if an updated QR Code with validity until 31 December 2020 was sent by RAPIDPASS during the last week of June 2020. In line with the directive of the Inter-Agency Task Force-Technical Working Group, the Commission is no longer issuing IATF Accreditation IDs for capital market participants that are allowed to travel to and from work. Note that the IATF IDs issued by the Commission expired last 30 June 2020. Capital market participants who will opt to apply for a QR Code may do the following: 1. Capital market participants with expired IATF IDs submit requirements in compliance with the Guidelines on the issuance of RapidPass QR Code dated 30 April 2020, 3 or 2. Capital market participants with no IATF IDs submit requirements for an IATF ID posted under these Guidelines 4 dated 22 March 2020 and the requirements under the foregoing Guidelines on the Issuance of the QR Code.
