August 5, 2021 SEC MSRD TO : All Government Securities Eligible Dealers (GSEDs) SUBJECT : Requirements for Participation in the GS REPO Market NOTICE The Commission En Banc in its Resolution dated 5 October 2020 approved to allow the continued operation of the GS Repo Market under the direct supervision of the Markets and Securities Regulation Department (MSRD) to ensure non-disruption of the operations of the GS Repo Market. Below are the requirements for participation in the GS Repo Market. 1. To file with MSRD an application to participate in the GS Repo Market: a) Submit a completed and signed advanced copy of the Application Form (copy attached) via email to: [emailprotected] [emailprotected] [emailprotected] b) Submit the physical copy of the completed and signed Application Form to the SEC-Markets and Securities Regulation Department (MSRD), Ground Floor, Secretariat Building, PICC Complex, Roxas Boulevard, Pasay City, c/o Ms. Melanie Garcia and/or Ms. Gretchen Lagonoy. Once approved, the applicant will receive a copy of the approved application form via email with the approved physical copy to follow. 2. To register with the BTr and BIR to qualify the Repo transactions for exemption from DST under Section 4 of RMC No. 95-2017 (copy attached) : a) Submit a copy of the approved Application Form and two (2) copies each of the GMRAs which the applicant has executed with each of its counterparties to: Scripless Securities Registration Division Bureau of the Treasury Ayuntamiento Building corner Cabildo and Aduana Sts., Intramuros, Manila Attention : Mr. Erwin D.
