Schedule of Filing of MNRC Application for Re-Accreditation 2. Online Submission of Sworn Application Form 3. Compliance with M NR C M.C. No. 2, Series of 2020 NOTICE WHEREAS , Section 7 of Microfinance NGO Regulatory Council (MNRC or Council) Memorandum Circular ["M.C."] No. 2, Series of 2021 provides that "[i]n view of the expiration of MNRC Certificates of Accreditation issued on or before 31 March 2019, the Council expects to receive a considerable volume of applications prior to such period. To ensure timely processing of applications before the lapse of the said certificates, applications must be completely filed on or before 31 January 2022 "; WHEREAS , it is imperative to maintain an organized and orderly filing in 2022 of the applications for MNRC accreditation for the period 2022 to 2025, in compliance with the Microfinance NGOs Act (Republic Act ["R.A."] No. 10693), Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (R.A. No. 11032), Revised Corporation Code of the Philippines (R.A. No. 11232), other applicable laws, relevant regulations and sustainable practices; WHEREAS , MNRC Notice dated 01 September 2021 reminded microfinance NGOs ["MF-NGOs"] accredited by the Council from 2019 to 2022 to "submit their annual reports [on the deadlines provided by] Item 3 of MNRC M.C. No. 2, Series of 2020, as amended by MNRC M.C. No. 1, Series of 2021"; WHEREAS , based on the List of MF-NGOs with MNRC Accreditation as of date , 1 MNRC Certificates of Accreditation issued to twelve (12), eight (8) and five (5) MF-NGOs will expire on 01, 21 and 28 March 2022, respectively; WHEREAS , the MNRC Secretariat expects to receive applications for accreditation as early as December 2021; NOW, THEREFORE , the MNRC Secretariat, pursuant to its authority under the Microfinance NGOs Act "to coordinate the activities involved in the accreditation process, monitoring and regulation of accredited [MF-NGOs]," hereby notifies all concerned MF-NGOs of the following: I. II. ONLINE SUBMISSION OF SWORN APPLICATION FORM Following Section 5 (a) of MNRC M.C. No. 2, Series of 2021, whereby one of the documentary requirements for new applicants and applicants for re-accreditation is a "[s]worn application (The MF-NGO must fill-out the Google Form provided in the MNRC Website Corner) certified by the President/CEO/Executive Director and Treasurer/CFO/Finance Director", applications for accreditation shall be filled-out online through the following link: https//www.sec.gov.ph/microfinance-ngo-regulatory-council/forms-2/ . Please note that the other templates/forms for application are also available in the above link. III. COMPLIANCE WITH MNRC M.C. NO. 2, SERIES OF 2020 All MF-NGOs accredited by the Council for the period 2019 to 2022 are STRONGLY RECOMMENDED to submit their annual reports (as applicable), 2 i.e. , 2019 and 2020, on or before the deadlines provided under Item 3 of MNRC M.C.
