2000 SEC MEMORANDUM CIRCULAR NO. 09-00 FOR : All Concerned SUBJECT : Guidelines on SEC Webpage To provide a systematic framework for the updating and operation of the SEC Webpage (http//www.Sec.gov.ph), the following policies and guidelines are hereby adopted. DTaSIc CONTENTS AND PROCEDURES 1. The SEC webpage shall contain important announcements, rules and regulations, memorandum circulars, SEC decisions/order (final and executory), statistical data, and other related matters. 2. The SEC webpage shall be updated quarterly, but this will not preclude necessary updating to make important announcements/developments. 3. At the end of each quarter, materials for updating the webpage shall be gathered, collated, and prepared by the Investments and Research Department (IRD). Other departments/divisions of SEC who wish to publish a subject in the SEC web page should forward their request and pertinent materials to the IRD Director through the Investments Analysis and Planning Division (IAPD). 4. Any request for amendments/changes in the form and content of the webpage should also be forwarded to the IRD Director. 5. The submitted requests and materials shall be reviewed and recommended by the IRD Director for the Commission's approval prior to the updating of the webpage. In some cases where sensitive information or data will be released, approval from the Commission En Banc shall be obtained prior to release. 6. The updated webpage will be reviewed by the IRD Director prior to its launching to the internet. DHACES 7. All requests and materials used in the updating of the webpage shall be furnished to the EDP Services Division for filing. These shall also serve as a reference for erroneous webpage entries, anticipated complaints, future updates and to avoid needs for duplicate copies. RESPONSIBILITIES 1. The EDP Services Division shall undertake webpage revision involving reformatting, redesigning , and improving the present of the SEC web page with prior clearance from the IRD Director. It shall also be responsible in creating sections in the web page whenever there are new topics or subject matters. 2. The IRD-Planning Division shall undertake updates on the content and substance of the webpage, based on materials collated from the SEC department and offices. Said division shall inform the EDP Services Division if there are any changes to be made in the webpage. Materials used in the updating shall be copy furnished to the EDP Division for filing. 3. The EDP Services Division shall be responsible for maintaining in the network between the internet service provider hosting the SEC webpage and the SEC, connectivity with various SEC departments and offices and establishing security policies.
