2007 CORPORATION FINANCE DEPARTMENT IN THE MATTER OF FILINVEST DEVELOPMENT CORPORATION REGISTRATION OF SECURITIES NOTICE Notice is hereby given that on 6 August 2007, a sworn registration statement was field with the Securities and Exchange Commission on behalf of FILINVEST DEVELOPMENT CORPORATION for the registration of up to 2,500,000,000 common shares with a par value of P1.00 per share which shall be offered and sold by way of primary and secondary offerings, inclusive of shares for over allotments,'' divided as follows: (1) Up to 2,000,000,000 unissued common shares that shall be offered and sold by way of a primary offering; and (2) Up to 500,000,000 outstanding common shares that shall be offered and sold by way of a secondary offering. The offer price shall be calculated based on the market price of the shares of FILINVEST DEVELOPMENT CORPORATION on the Philippine Stock Exchange for a certain period prior to the pricing date. The Offer Price for the Offer Shares will be determined through a book-building process and discussions between the Company and the Lead Manager.
