[SEC CASE NO. 2515. July 21, 1987.] BERNARDO R. SEBASTIAN , complainant , vs . MARIO P. SUSON, ET AL. , respondents . O R D E R Submitted for resolution in the above-entitled case is the Motion for Reconsideration dated January 29, 1987 filed by the complainant, through counsel, seeking to reconsider the Decision of this Commission dated January 15, 1987 which dismissed the instant complaint. The Commission, after consideration of all the arguments as contained in said motion, finds no justifiable reason to warrant the reversal of the Decision dated January 15, 1987. "It is a settled rule that a court will not determine moot question or abstract proposition, nor express an opinion in a case in which no practical relief can be granted."
