FOR : Revocation of Corporate Registration ORDER The findings of petitioner Enforcement and Prosecution Department ("EPD," for brevity) that all the addresses provided by the incorporators of First Asia Client and Depository Services, Inc. ("First Asia," for brevity) in their Articles of Incorporation are fictitious, upon verification by EPD, as evidenced by the following Certifications and notations from the Summary Report on Field Investigation on 08 August 2008 and the Notice Requiring Appearance issued by the EPD on 01 August 2008: cTDIaC 1. First Asia Client Depository Services, Inc. "First Asia did not actually occupy the premises. 08/08/08 (signed)" 2. Jim Orian "cannot be located at the said address at Kagawad St., Batasan Hills, Quezon City 08/13/08 (signed)" 3. Allan Toble "cannot be located at the said address at Sinagtala St., Batasan Hills, Quezon City 08/13/08 (signed)" 4. Hebron Tagle "not a bonafide resident of Purok 5, Upper Bicutan, Taguig City 08/14/08 (signed)" 5. Alma Conde "there is no such address here in Barangay Talayan (sic) 08/12/08 signed" This Office concludes that any attempt to personally serve the summons upon First Asia or its incorporators at the aforesaid addresses would be a waste of time and effort by the Commission's process servers. Considering the foregoing, and the fact that this petition was filed in behalf of the Commission, service by publication under Section 4-9 of Rule IV of the 2006 Rules of Procedure of the Commission is justified. WHEREFORE, let the SUMMONS dated 31 May 2010, together with this ORDER and a copy of the PETITION for Revocation of Corporate Registration dated 26 May 2010, be immediately posted in the Commission's website (www.sec.gov.ph) for thirty (30) days. Also, let a copy of this Order and the Summons dated 31 May 2010 be published once in a newspaper of general circulation. Respondents may avail of the copy of the petition from the Office of the General Counsel of this Commission during office hours. Accordingly, all publication expenses shall be borne by the petitioner. Let the Enforcement and Prosecution Department be furnished a copy of this Order and the Summons for its appropriate action.
