COMPLIANCE AND ENFORCEMENT DEPARTMENT , petitioner . FOR : Revocation of Corporate Registration ORDER In view of the findings of petitioner Enforcement and Prosecution Department (EPD) that the addresses provided by the incorporators of Filipino Volunteers for Common Good, Inc. ("FVCGI," for brevity) and Philippines on Constitutional Provisions Service Association, Inc. ("PCPSAI," for brevity) in their Articles of Incorporation are false and fictitious, this Office concludes that any attempt to personally serve the summons upon FVCGI and PCPSAI or their incorporators at the said addresses would be a waste of time and effort by the Commission's process servers. Furthermore, upon verification by EPD, it was found out that the addresses used by the incorporators in their Articles of Incorporation are fictitious, as evidenced by the following notations from the Certification dated 06 November 2008: Filipino Volunteers for Common Good, Inc. and Philippines on Constitutional Provisions Service Association, Inc. "residents and barangay personnel interviewed are not aware of any community, neighborhood, "sitio" or "purok" thereat named as "Beverly Hills;" "that such house number 64 could not be located without relating to a specific sitio or purok since house numbering in the area is based on a "by-purok" manner such that every purok could have house (sic) number 64" (signed). Considering the foregoing, and the fact that this petition was filed in behalf of the Commission, service by publication under Section 4-9 of Rule IV of the 2006 Rules of Procedure of the Commission is justified. WHEREFORE, let the SUMMONS dated 06 September 2010, together with this ORDER and a copy of the PETITION for Revocation of Corporate Registration dated 25 March 2009, be immediately posted in the Commission's website (www.sec.gov.ph) for thirty (30) days. Also, let a copy of this Order and the Summons dated 06 September 2010 be published once in a newspaper of general circulation. Respondents may avail of the copy of the petition from the Office of the General Counsel of this Commission during office hours. Accordingly, all publication expenses shall be borne by the petitioner. Let the Enforcement and Prosecution Department be furnished a copy of this Order and the Summons for its appropriate action.
