Department Manager SUBJECT: Conversion of SBMA Gate Pass from 6 Months to One (1) Year DATE: August 1, 2013 In order to increase the collection of Pass and ID, we are proposing that the 6 months gate pass fee be increased to Php110.00 to frustrate the intentions of some employees to seek for the 6 months passes instead of the 1 year pass. The 6 months pass is worth Php35.00 and the 1 year gate pass cost Php200.00. aEIcHA Many of our locators and Service Contractors get 6 months pass because it is cheaper and they are being renewed every 6 months. GARCIA Chairman and Administrator The Labor Department is proactively helping the Office Service Department (Pass and ID) in requiring SBF workers obtain SBMA gate passes. Based on earlier reports and estimates, of the 89,000 workers, only 40% of the workers have ID's. Among the Locators, Hanjin bore the brunt. So we initiated dialogue with Hanjin officials (SBMA Hanjin Composite Team) to require their workers get SBMA gatepass aside from the RFID of their workers. The same initiative was also done to other service providers inside the Freeport. The move resulted in the increase in the number of workers from Hanjin and 3 other service providers applying for SBMA Gatepass. This resulted to the significant increase in the Pass and ID revenue collections. To further augment ID revenue collections, the Labor Department is proposing for the increase in the current SBMA Gatepass Fee particularly for 6-months period from Php35.00 to Php110.00. ECcTaH Reasons: a) This will frustrate the intention of some employers/employees to seek for the 6 months passes instead of the one-year gatepass worth Php200.00. b) The SBMA Gatepass is embedded with security protection features in order to prevent workers to falsify the same through modern equipment as has been reported in the past (Fake Temporary ID). c) More importantly, the proposal for the increase in Gatepass Fee aside from the above, will also generate an additional amount of at least Php3Million pesos annually to the Agency.
