Authorizing Mayor Ejercito to Utilize the Calamity Fund and Allocating Four Million Pesos for Calamity Purposes

June 23, 2008 SAN JUAN CITY ORDINANCE NO. 034-08 AN ORDINANCE AUTHORIZING MAYOR JOSEPH VICTOR G. EJERCITO TO UTILIZE THE CALAMITY FUND AND ALLOCATING FOUR MILLION PESOS (P4,000,000.00) FOR RELIEF, REHABILITATION, RECONSTRUCTION, DISASTER PREPAREDNESS, AND OTHER RELATED WORKS AND SERVICES IN CASES OF CALAMITY Sponsored by: Councilors Domingo M. Torralba WHEREAS, the typhoon Frank described as the worst typhoon to hit the Philippines so far this year, wreaked havoc across the country over the weekend on June 21-22, 2008 causing loss of lives, power cut-off, flash floods, landslides, thousands homeless and massive destruction to infrastructures; WHEREAS, due to strong winds Signal No. 3 was up in Central Luzon, including Southern Tagalog provinces and the Metropolitan Manila area; WHEREAS, the low lying areas in the Metropolis comprising the City of San Juan were submerged in water due to heavy rains and destroying roads and infrastructure; WHEREAS, in order to provide assistance and relief to affected typhoon victims, as well as, for relief, rehabilitation, reconstructions, disaster preparedness and other related works and services in cases of calamity there is a need to utilize the calamity provided under the Annual Budget CY 2008 City of San Juan pursuant to Section 324 (d) of Republic Act No. 7160; WHEREAS, Joint Memorandum Circular No. 2003-1 dated March 20, 2003 of DBM and DILG provide that the appropriation for calamity fund may be validly used for prevention, relief, rehabilitation, reconstructions and other works or services, as well as, for disaster preparedness and other pre-disaster activities like purchases of the following to wit 1) Rescue Equipment rescue gear, tools, communication equipment, safety devices, generator for rescue vehicle. TaDSCA 2) L300 Versa Van Ambulance 3) Repair of four (4) existing ambulances 4) Lifter truck (boom) 5) Bobcat mini loader 6) Food Supplies and other related expenses NOW THEREFORE, BE IT ORDAINED by the Sangguniang Panlungsod of San Juan in a session duly assembled that: SECTION 1. The State of calamity is hereby declared in the City of San Juan. SECTION 2. The City Mayor JOSEPH VICTOR G. EJERCITO is authorized to utilize the amount of Four Million Pesos (P4,000,000.00) out of calamity fund for the above programs and activities. SECTION 3.
