January 25, 2016 SAN JUAN CITY ORDINANCE NO. 005-16 AN ORDINANCE AMENDING CERTAIN SECTION OF ORDINANCE NO. 91, SERIES OF 2013, OTHERWISE KNOWN AS CITY OF SAN JUAN REVENUE CODE OF 2013 Sponsored by: The Committee on Market and Slaughterhouse (Councilors Edgardo V. Soriano, Janella Ejercito Estrada and Arthur Alfredo E. Aquino) and co-sponsored by: Councilors Angelo E. Agcaoili, Rolando M. Bernardo, Leonardo G. Celles, William C. Go, Michael Cristopher R. Mathay, Marie O'neal S. Mendoza, Richard F. Peralta, Ferdinand A. Velasco and Jose Warren P. Villa WHEREAS, Section 5A.01, Schedule J of Chapter V of Ordinance No. 91, Series of 2013, states that garbage fees for market stallholder shall be levied P1,200.00 per quarter or P4,800.00 per annum; WHEREAS, there's overwhelming clamor of the market stallholders that such imposition is very burdensome in their situation considering their minimal annual income; WHEREAS, the Executive Branch of the City Government believes that their concerns are reasonable and needs an immediate solution; WHEREAS, the Local Chief Executive feels that this is an urgent matter that must be addressed immediately. NOW THEREFORE, BE IT ORDAINED, by the Sangguniang Panlungsod of the City of San Juan, Metro Manila, in a session duly assembled that: SECTION 1. Schedule J . Market stallholders; Article A, Chapter V, shall be amended and shall now read as follows: "Section J Market Stallholders: "1 . Public Markets P100.00 per quarter 2. Private Markets P1,200.00 per quarter "Stallholders with more than five (5) square meters rendering special services such as pawnshops, appliances stores, banks and other similar establishments shall be excluded under the term stallholders and levied garbage fee in accordance with the pertinent provisions of this Chapter." SECTION 2. Effectivity . This amendment shall take effect retroactively by January 1, 2015.
