January 8, 1963 REVENUE SPECIAL ORDER NO. 25-63 SUBJECT : Creation of the Committee on Incentive Award In line with the policy enunciated in Section 27 of Republic Act 2260, otherwise known as the Civil Service Act of 1959, calling for the establishment by the Civil Service Commission of a government-wide "Employees Suggestions and Incentive Award System", there is hereby created an Awards Committee in the Bureau of Internal Revenue composed of the following, viz: 1 Deputy Commissioner Chairman 2 Chief, Administrative Services Department Member 3 Chief, Collection Department Member The committee as comprised above shall recommend to the Commissioner of Internal Revenue, the officials and/or employees of the Bureau of Internal Revenue who may be entitled to the Incentive Awards based on the following: I. Bases of Awards : 1. Efficiency; 2. Punctuality; 3. For giving suggestions that save time, money and effort; 4. For the province with the most assessments; 5. For the province with the biggest collection; 6. For the province which has consistently submitted reports of collection and made remittances of collection on time; 7. For the Regional Office which has the least number of delinquent accounts; 8. For individual fieldman who has the greater number of newly discovered taxpayers. II. Persons Entitled to the Awards : 1. Janitors 2. Clerks 3. Regional Directors, Chiefs of divisions, Provincial Revenue Officers, and Chiefs of branches, etc. III. Kinds of Awards : 1. Letter of commendation 2. Plaque 3. Bonuses of efficiency ratings 4. Promotions 5. Certificates of merit 6. Sending abroad for special studies 7. Medals 8. Awarding of books on Management and Taxation 9. Scholarships 10. Tour of regional offices IV. Occasion when the award is to be given : 1. Christmas time 2. Anniversary day of the BIR The committee should submit the names of those who are entitled to awards at least one month before the giving of the awards to the Commissioner of Internal Revenue for final approval.
