July 3, 1998 REVENUE MEMORANDUM ORDER NO. 82-98 SUBJECT : Granting of Three (3) Day Centennial Leave to Revenue Officials and Employees TO : All Revenue Officials and Employees I. OBJECTIVE This Order is issued to provide the policies, guidelines and procedures on the availment of the three day Centennial Leave by revenue officials and employees pursuant to CSC Memorandum Circular No. 17 series of 1998, implementing Malacaang Administrative Order No. 392, dated May 4, 1998, which encourages all government employees to participate in various Centennial activities, one of which is a visit to the Centennial Exposition at Clark Air Base. II. POLICIES 1. All regular revenue officers and employees, whether permanent, temporary or co-terminus, may be granted the privilege of participating in various Centennial activities or visiting the Centennial Exposition on official for a maximum of three (3) days at anytime during the period June 6, 1998 to June 15, 1999; Provided; that they have already accumulated at least five (5) days vacation leave to their credit. 2. The maximum three-day Centennial Leave is inclusive of travel time. 3. Availment of the three-day Centennial Leave may be on continuous or on staggered basis. 4. Centennial Leave shall be non-commutable or not convertible to cash and may be availed only during the specific period. It is not also treated as additional leave benefits. Therefore, it is non-cumulative. 5. If not availed, the benefits shall be forfeited. 6. Approval of applications for the Centennial Leave is discretionary on the part of the approving authority and is contingent upon the exigency of the service of the personnel concerned. Hence, proper approval of authorized signatories shall be first sought before going on such leave. III. GUIDELINES AND PROCEDURE 1. Head of offices must schedule the visits of their employees to the Expo Pilipino but they must see to it that there shall be no disruption in their operations and that delivery of public service is not impaired at any time. 2. Application for the Centennial Leave should be filed in advance for action by proper authorities five (5) days prior to the effective date of such leave. Applications may be disapproved, if the absence of the personnel concerned is deemed prejudicial to the operations of their respective offices. 3. Upon their return to work, personnel concerned shall be required to submit to the Personnel Division, for National Office personnel, and to the Human Resource Management Unit, for Regional Office personnel, their entrance tickets as valid proof of their visit. If personnel concerned failed to present their used entrance tickets, their leave shall be treated as ordinary vacation leave (VL) to be charged against their available VL credits. prLL 4. Employees, who cannot visit the Expo Pilipino at Clark Air Base, Pampanga because of time and distance constraints, can participate in other Centennial activities or visit historical places, which are accessible to them; Provided that they shall submit proofs of visit or participation such as entrance tickets, receipts of purchase or souvenir pictures. 5. Dates appearing in the entrance tickets or receipts must correspond with the dates applied for by personnel in their application for Centennial Leave. 6. Any attempt of an officer/employee to mislead or deceive his supervisors directly or indirectly shall be a ground for disciplinary action. IV.
