December 15, 1994 REVENUE MEMORANDUM ORDER NO. 70-94 SUBJECT : Action on Priority Work During Suspension of All Field Operations TO : All Internal Revenue Officers and Others Concerned During the period December 1, 1994 to January 15, 1994, when field operations are suspended pursuant to Revenue Memorandum Order No. 66-94, the following work must be given priority with the Revenue District Officers utilizing all available personnel to complete such work: cd i (1) Completion of submission of Forms 1717 as required under RMO No. 25-94; (2) Completion of submission of Form No. 19.71 as required under RMO No. 26-94; (3) Completion of submission of reports for Statistics of Income for 1993 returns as required under RMO No. 38-94; (4) Completion of the Pre-audit (without field audit) of all 1701A and 1701C refundable tax returns as required under RMO No. 39-94; (5) Completion of the processing of all tax returns as prescribed in RMO No. 55-94; (6) Completion of the reconciliation and validation of collections from Large Taxpayers as per memorandum of the Assistant Commissioner (Collection Service); (7) Completion of the reconciliation, analysis and classification of accounts receivable as per memorandum of the Assistant Commissioner (Collection Service); (8) Completion of TIN data base clean-up; and (9) Completion of data base clean-up of splitted RDOs. The resumption of field operations shall not be authorized unless the certification of satisfactory completion of the aforementioned work are given by the following Assistant Commissioners (ACIRS) and/or Regional Directors. (1) ACIR (Assessment Service) - for work nos. (1) and (2); (2) ACIR (Management and Planning Service) - for work no. (3); (3) All Regional Directors - for work nos. (4) and (5); (4) ACIR (Collection Service) for works nos. (6) and (7); (5) ACIR (Information System and Operations Service) for work nos. (8) and (9). The ACIRS shall course the certifications thru the Regional Directors who shall authorize resumption of field operations of the RDOs upon completion of the above.
