November 22, 1966 REVENUE MEMORANDUM ORDER NO. 70-66 SUBJECT : Prescribed Uniform for Revenue Employees, Observance of Rules on (Personnel No. 1) TO : All Revenue Operations Heads, Regional Directors and Others Concerned This Office has noticed that Revenue Administrative Order No. 1-64, dated January 16, 1964, regarding the use of uniforms, is again beginning to be disregarded by many employees. cdll The Order on the uniform for the employee has been issued for a purpose, primarily to make the employees look neat and tidy, make the office assume a more business-like atmosphere and make it more pleasing and inviting to taxpayers who may have occasion to pay their taxes and have transactions in our offices. It goes without saying that this will help a good deal in the improvement of BIR-taxpayer relationship. The order is also intended to promote the virtue of economy among our employees. It will be recalled that the design and textile have been made as simple as could have been made under the circumstances. With a prescribed uniform, one employee cannot outdo the other in the manner of dressing. Without it, we see a variety of styles and different color hues, one employee envying the other and possibly trying to surpass him. The order further seeks to encourage the virtue of simplicity, for simplicity begins with the uniform. What is happening now is that we are beginning to see a myriad of colors and a variety of styles, specially among the women employees. It is beginning to get harder now to distinguish the taxpayer from the employee. There have been suggestions for a change in the design and color of the ladies uniform so a poll was conducted on the question. The results of the poll showed that the desire of the majority of BIR employees is for the retention of the present type of uniform. In view of the foregoing, all supervisors from Revenue Operations Heads, Regional Directors down to Division or Branch Chiefs are hereby held responsible for the proper observance by their respective subordinates of the provision of the Administrative Order. Repeated violations thereof should be reported to this Office. This Memorandum Order takes effect immediately. MISAEL P. VERA Commissioner of Internal Revenue November 18, 1966 MEMORANDUM FOR: The Deputy Commissioner (Chairman, Employee Welfare Board) In connection with the poll of all revenue employees on the question whether or not they favor changing the present uniforms for both male and female employees including the present size, design and color of the name plate, information is given that, of the several divisions in the National Office, Regions 4, 5 and 15 who have submitted the results relative thereto, the following is the present trend: IN FAVOR AGAINST National Office divisions 68 175 RO-4 10 27 RO-5 15 38 RO-15 9 28 From the foregoing, it is evident that the trend is for the retention of the present type of uniform including the present size, design and color of the name plate. Accordingly, it will be appreciated if the basis of the partial results of the poll above-adverted to, we may already prepare a revised Revenue Administrative Order to amend Revenue Administrative Order No. 1-64, dated January 16, 1964, regarding the wearing of uniforms by all officials and employees of the Bureau of Internal Revenue. casia Respectfully submitted: RICARDO J.
