December 29, 1997 REVENUE MEMORANDUM ORDER NO. 69-97 SUBJECT : Consolidation of the Integrated Tax System (ITS)-Generated and Manually Prepared Reports TO : All Regional Directors, Revenue District Officers and Others Concerned I. BACKGROUND : The implementation of the Integrated Tax System (ITS) where nine of the major systems were rolled-out has paved the way for the computerization of the selected Revenue District Offices (RDOs) in Metro Manila namely, RDO No. 30-Binondo, No. 32-Quiapo, No. 33-Ermita and No. 52-Paraaque and also RDO No. 81-Cebu City North and RDO No. 39-South Quezon City where one system each was rolled-out. Consequently, the reports of these computerized Revenue District Offices (RDOs) must be consistent with the requirements under ITS. Moreover, ten of the manual reports have been identified to contain almost similar information as some of the ITS prescribed reports. These ITS reports shall now be required for submission to the Regional Offices concerned together with the other thirty-six (36) existing reports for consolidation prior to submission to the National Office. II. OBJECTIVES: This Order is issued to: 1. Prescribe the necessary reports to be prepared by the Revenue District Offices and Regional Offices during the transition period. 2. Define procedures in the consolidation/reconciliation by the Regional Offices concerned of the Integrated Tax System (ITS) generated reports and the manually prepared reports by the non-computerized RDOs. 3. Clarify the reporting requirements of Regional Offices without computerized RDOs. III. POLICIES: 1. The Revenue Data Center (RDC) shall print and submit directly to the concerned Regional Offices the ITS generated reports as listed in Annex A in lieu of the corresponding manually prepared reports of the computerized RDO/s serviced by it, except for Report on Explanation of Drastic Changes in Collection Performance (Annex A3), which shall be forwarded first to the RDO concerned for filling-up of the "Explanation" column of the report before its submission to the Regional Office concerned. 2. The RDC shall also print copies of the ITS reports enumerated in Annex B which have been identified to have corresponding manual report listed in RMO No. 29-95 dated September 14, 1995. However, these reports need not be submitted to the Regional Office for consolidation as they are now primarily the concern of RDC. 3. However, aside from the ITS generated reports listed in Annexes A and B, the rest of the reports prescribed under RMO No. 29-95 shall remain manually prepared by the computerized RDOs. 4. Non-computerized RDOs on the other hand, shall continue to prepare all reports prescribed under RMO 29-95. 5. The ITS report formats (please see Annexes A1-A8 & B1-B3) shall be used by the Regional Offices in the preparation of the consolidated reports. This requirement shall be observed whether or not said Regional Office is composed of computerized RDOs. However, in the event where the required information in the ITS report format cannot be filled-in because they are still using manually prepared reports, said item/s shall be left blank. 6. The Regional Office/Division currently assigned to consolidate regional reports for submission to the National Office shall be the same office/division which shall be responsible for consolidating the ITS generated and manually prepared reports. IV. PROCEDURES: To achieve the above objectives, the following shall be undertaken by the office/s concerned: A. Computerized RDOs 1. Receive from RDC the Report on Explanation of Drastic Changes in Collection Performance and accomplish the "Explanation" column of this report; 2. Prepare the required reports under RMO No. 29-95 which are not listed in Annexes A and B; 3. Submit the reports to the Regional Office/Division concerned for consolidation purposes. B. Non-computerized RDOs 1. Prepare all reports required under RMO No. 29-95; 2. Forward the aforementioned reports to the Regional Office/Divisions concerned, for consolidation C. Revenue Data Center 1. Print ITS generated reports listed in Annex A; 2. Forward to the RDOs concerned the generated Report on Explanation of Drastic Changes in Collection Performance; 3. Submit the rest of the generated reports to the Regional Office/Division concerned for consolidation purposes. D. Regional Office/Divisions Concerned 1. Receive from computerized and/or non-computerized RDOs and RDCs the ITS generated and manually prepared reports; 2. Prepare the consolidated reports following the prescribed policies in this Order; 3. Forward consolidated report to the Office of the Regional Director for review and approval prior to submission to the concerned Service in the National Office. V. REPEALING CLAUSE: All other issuances and/or portions thereof inconsistent herewith are hereby repealed and/or amended accordingly. VI. EFFECTIVITY: This Order takes effect immediately.
