Preparation of a Revenue Manual of Operations

September 14, 1967 REVENUE MEMORANDUM ORDER NO. 69-67 SUBJECT : Preparation of a Revenue Manual of Operations The need for a comprehensive manual of operations for each area of activity of the Bureau of Internal Revenue has long been felt. The Joint Legislative-Executive Tax Commission in its latest annual report has pointed out this matter as one of the problems of the Bureau. As of now, there is no single official compilation of policies, procedures, instructions, and guidelines relating to the organization, functions, administration, and operations of the Bureau. To designate a task force or committee to undertake the project is out of the question. Such group would need considerable time to finish all parts of the contemplated manual. As there is pressing need to speed up the preparation of the revenue manual of instructions, every Revenue Operations Head is therefore instructed to designate three (3) knowledgeable officials within his department with one named as team leader to undertake the preparation of the parts of the manual pertaining to his respective areas of responsibility. This group shall compose the department sub-committee on manual preparation. cdt Mr. Epifanio Paragas, Project Coordinator on Manual Preparation, shall call on any or all the department team leaders to give them instructions and guidelines on how to prepare the manual. Frequent consultations with their Revenue Operations Heads shall be made by the department sub-committee members or by the Project Coordinator. A copy of the order designating the members of each department sub-committee shall be sent to the Chairman, Project Coordinators Group, not later than two (2) days from receipt hereof. The Project Coordinator on manual preparation shall set deadlines and time schedules for each department to submit their finished manuals.
