September 30, 1964 REVENUE MEMORANDUM ORDER NO. 64-64 SUBJECT : Procedure in the Bond Section TO : All Internal Revenue Officers, Employees and Others Concerned In connection with the creation of the Bond Section in the General Services Division as provided for in Revenue Administrative Order No. 9-64 dated September 30, 1964, the following procedure is hereby prescribed for the operation of the said Section: lexlib 1. All bonds received in any division in the National Office any branch in Regional Offices or in the office of the Chief Revenue Officer or Collection Agent should be forwarded to the Bond Section for registration in the bond register (Annexes A and B). No action should be taken by any of the divisions or units concerned on any bond received until after it has been registered. After registration in the Bond Section, all bonds and other related papers attached thereto should be forwarded to the division or unit concerned for processing. 2. After the division or unit concerned has processed the bond and found it to be in order it should be forwarded to the Commissioner or Deputy Commissioner as the case may be for approval. After approval of the bond, all the papers should be forwarded to the Bond Section where the original as well as any other related papers thereto will be detached for file in the said Section. Due notation of the approval of the bond and its filing should be made in the Bond Register. 3. The docket of the case and the duplicate of the approved bond should then be forwarded to the division or unit concerned for further action. All actions taken on the bond subsequent to its approval should be communicated into the Bond Section by furnishing the latter with a copy of the correspondence or the action taken. 4. If the objective for the filing of the bond has been achieved and the taxpayer or the bonding company requests for its cancellation, the division or unit concerned should process the request to determine whether it is in order. If the request is in order, the original of the bond should be requested from the Bond Section so that the said original can be cancelled. 5. After approval of the cancellation of the bond, the docket should be forwarded to the Bond Section before release of any communication relative to the cancellation of the bond. Due notation should be made in the bond register on the cancellation of the bond. 6. Inasmuch as the Bond Section will take custody of all bonds filed in the Bureau, all bonds presently kept or which are in the custody of the divisions in the National Office, Regional Offices, Inspection Districts and Collection Agents Offices should be forwarded to the Bond Section for registration and filing. The bonds coming from the different divisions and units should be accompanied with a list showing pertinent information thereon and the receipt thereof by the Bond Section should be duly acknowledged. 7. All bonds subsequently filed after the promulgation of the above-mentioned Revenue Administrative Order and this Revenue Memorandum Order should be processed in accordance with the provisions of the latter. 8. The provisions of this Revenue Memorandum Order are in addition to the requirements provided for in General Circular No. V-269, the subject matter of which is "Bonds to Guarantee Payments of Internal Revenue Taxes".
