October 22, 1970 REVENUE MEMORANDUM ORDER NO. 63-70 SUBJECT : Assignment of Personnel Who Will Take Charge of Official Correspondence in Pilipino TO : All Internal Revenue Officers and Others Concerned For the information and guidance of all concerned there is quoted hereunder Department Memorandum Circular No. 28-70: " DEPARTMENT MEMORANDUM CIRCULAR NO . 28-70 September 7, 1970 TO : All heads of national bureaus and offices under the Department of Finance and offices of provincial and city treasurers and assessors SUBJECT : Requiring all government offices to assign personnel who will take charge of official correspondence in Pilipino. Quoted hereunder, for your information and guidance, is Memorandum Circular No. 384 of the Office of the President dated August 17, 1970 relative to the above subject matter: "Executive Order No. 187 dated August 6, 1969, requires, as much as possible, the use of Pilipino in all official communications and transactions in the government. Pursuant to the provisions of the said Executive Order and in order that all official correspondence in Pilipino may be properly attended to and acted upon immediately, all heads of departments, bureaus, offices, agencies and other instrumentalities of the government, including government-owned or controlled corporations, are hereby required to assign competent personnel whose sole duty would be to take charge of the disposition of all official correspondence in Pilipino received and/or originating in their respective offices. "This circular shall take effect immediately." Heads of national bureaus and offices under this Department and offices of provincial and city treasurers and assessors shall take such appropriate action as may be necessary to implement most effectively the above directive, furnishing the office of the President, thru this Department, with a report of compliance therewith." aisa dc (SGD.) CESAR VIRATA In accordance with the foregoing, there is hereby constituted a Committee to take charge of the implementation of the requirements of the said Department Memorandum Circular. The Committee shall be composed of the following: 1. Eufracio Santos Chairman 2. Manuel San Diego Member 3. Cesar Encarnacion Member 4. Benjamin Parungo Member 5. Pedro Hernandez Member The duties of the Committee are as follows: 1. Disposition of all official correspondence in Pilipino, received and/or originating in respective offices. 2. Translation of English words and phrases into Pilipino, contained in letterheads, envelopes and other BIR forms. 3. Development of indorsements and letters of common usage in the Bureau into Pilipino. 4. Such other matters as may pertain to the use of Pilipino language in the Bureau. All offices and units of the Bureau of Internal Revenue receiving correspondence in Pilipino should be forwarded to the Committee, together with their proposed answer in English for the translation by the latter of the answer to the taxpayer. The Committee shall translate the action taken in English into Pilipino and forward it to the unit of origin. All those concerned are hereby enjoined to be guided accordingly. MISAEL P.
