October 5, 1966 REVENUE MEMORANDUM ORDER NO. 63-66 TO : All Internal Revenue Officers and Employees and Others Concerned SUBJECT : Requiring Prior Clearance with the Appointments Secretary of this Office of All Appointments to See the President of the Philippines For the information, guidance and compliance of all the officers and employees of this Bureau, there is quoted hereunder Memorandum Order No. 74 dated September 9, 1966 of the Honorable, the Executive Secretary: "It has been observed that a number of government officials go directly to the President of the Philippines to take up official matters without making prior appointment therefor with the Appointments Secretary of this Office which, unhappily, resulted in the disruption of the schedule of the President on a given day. In order to avoid similar incident in the future and in fairness to all concerned, all government officials and employees who would like to see the President are hereby required to make prior appointments with the Appointments Secretary of this Office. "The Appointments Secretary is hereby enjoined to see to it that the provisions of this Circular are strictly complied with. "By authority of the President: "(SGD.) RAFAEL M.
