November 17, 1965 REVENUE MEMORANDUM ORDER NO. 63-65 SUBJECT : Seminar for all Collection Coordinators to be held in Manila at the Finance Academy of the Philippines TO : All Revenue Collection Coordinators In line with the policy of the Administration to improve the revenue service and raise it to the level comparable with, if not exceeding, the best that other countries have attained, particularly in the collection of national taxes, a seminar will be conducted by this Office for all Collection Coordinators in order to give them a thorough training on all collection procedures, techniques, and other aspects in connection therewith, as well as on duties relating thereto which heretofore have not been correctly followed and observed by Revenue Collectors and Cash Clerks. lexlib It has been the sad experience of this Office that most of the Collection Coordinators who, perhaps because they are still comparatively new in their jobs, know very little about procedures and techniques of collection, although they had been Collection Agents and Cash Clerks themselves before they were designated and/or appointed to their present jobs, and thus they have, so far, not been able to perform efficiently one of the basic functions of their office which is to give proper and correct instructions on such techniques and procedures to the Revenue Collectors and Cash Clerks who have not been performing well their jobs. Upon termination of the seminar they will be in a better position to instruct the Revenue Collectors and Cash Clerk under their supervision on the proper collection procedures. It is for the aforecited reasons that this Office is determined to require Collection Coordinators, numbering more than sixty (60), to undergo in-service training for a period of three (3) weeks, beginning January 10, 1966, on the following subjects: 1 Employees' attitude 2 Human public relations 3 Collection procedures (1) Reports making (2) Accounting procedures 4 Civil Service rules and regulations 5 Happy-task-Happy jobs (Incentives & Motivations) While undergoing in-service training, they shall be entitled to received per diems and other allowances in accordance with existing auditing and accounting rules and regulations.
