September 19, 1994 REVENUE MEMORANDUM ORDER NO. 62-94 SUBJECT : Signatories of Documents Relative to the BIR Tax Computerization Project TO : All Internal Revenue Officers and Others Concerned I. Background The BIR Tax Computerization Project (BIR-TCP) is an ambitious five-year undertaking (1994-1998) financed by the World Bank. It is a turnkey contract awarded to Andersen Consulting and Philippine Sun Systems, Inc. (AC/PS). As such, AC/PS is responsible for the installation of hardware, development of software, training, running of application systems and facilities management. II. Objectives This Order is issued to: 1. Delineate clearly the signing of documents relative to the BIR-TCP, pinpointing accountabilities and responsibilities of the revenue officials concerned; 2. Expedite processing of documents and payment as required in the contract with AC/PS; and 3. Eliminate delay in the implementation of BIR-TCP. III. Policies The following revenue officials are hereby designated as signatories of the documents relative to the implementation of the BIR-TCP: A. Disbursement Voucher (General Form No. 1 - Annex A) Box A (Requisitioner) Chief of Originating Office Box B (Certification of available funds) Chief, Accounting Division Myrna Sobremonte or Asst. Chief, Accounting Division Eloisa Tamina Box C (approval) BIR Project Director - Victor A. Deoferio, Jr. or BIR Asst. Project Director Lilia C. Guillermo B. Check/s (Annex B) Cashier Project Cashier - Myrna Galve Signing Head, Project Control Team - Norma Lipana or Head, Project Coordinating Team - Victor Borromeo Countersigning BIR Project Director - Victor A. Deoferio, Jr. or BIR Asst. Project Director - Lilia C. Guillermo C. Certification/Authorization Certification of Undertaking Signing (Annex C-1) Authorization Letter for AC/PS BIR Project Director - transact business re: facilitation of Victor A. Deoferio, Jr. release of shipment (Annex C-2) or Certificate of Official Importation BIR Asst. Project Director - (Annex C-3) Lilia C. Guillermo Letter addressed to the Collection Services Division of Bureau of Customs (Annex C-4) The Application for Withdrawal (Annex D) shall be signed by the Commissioner of Internal Revenue, after being duly initialed by the BIR-TCP Director. cd IV. Effectivity This Order takes effect upon approval.
