July 2, 1998 REVENUE MEMORANDUM ORDER NO. 60-98 SUBJECT : The Annual Search For Model Employee TO : All Revenue Officials and Employees I. OBJECTIVES GENERAL This Order is being issued to: 1. Prescribe the guidelines and procedures for the search for the Model Employee Award at the National and Regional Office levels; and 2. Define/Identify the roles and responsibilities of committees/personnel involved in the search for the Model Employee Awards. SPECIFIC The search for Model Employee aims to: 1. Establish a system of conferring annual employee awards (Model Employee Award) based on institutionalized norms of conduct; 2. Motivate and inspire revenue employees to uphold the highest standard of behaviour; 3. Sustain efforts at improving oneself for the benefit of other people in terms of interpersonal relationship and delivery of services; 4. Make revenue personnel aware of the duties and responsibilities as revenue employees; and 5. Identify the Golden Awardees who shall be the official entry of the Bureau for the Civil Service Annual Awards. II. POLICIES AND GUIDELINES To attain these objectives, the following policies and guidelines are prescribed: 1. Coverage a. Any rank and file employee with a salary grade of 18 and below both from the National Office, Regional Office and the Revenue Data Center shall be nominated by the Office Heads/Division Chiefs/Revenue District Officers to this search. b. Nominees shall be permanent revenue employees who have rendered at least two years of service in the Bureau. c. All nominees shall have no administrative case nor engaged in any prohibited acts and transactions. 2. Period Annually from January to December For 1998 selection, the period covered shall be from January December, 1997. 3. Criteria Based on Civil Service Commission Memorandum Circular No. 56, s. 1989, the criteria for the selection of winners for the Model Employee Awards are the following: a. Punctuality and Attendance 20% Observance of rules on absences, tardiness, and undertime pursuant to CSC MC No. 4, s. 1991. The following cases should be excluded in the determination of the rating for attendance: forced leave, maternity leave, and prolonged sick leave duly certified by the office physician. b. Observance of office rules and regulations 20% This norm refers to the consistent adherence to office rules and regulations especially on the wearing of office uniform and the observance of dress code prescribed for all government officials and employees under CSC MC No. 14, s. 1991, use of BIR ID, and use of bundy clock/ID swiping and attendance logbook. c. Courtesy 10% Refers to prompt, courteous and adequate service to co-employees and to the public. d. Employee Relations 20% Sincerity and fairness in dealing with fellow employees, respects the rights of others and does not act contrary to good morals and proper conduct. Demonstration of positive influence and pleasant disposition towards his co-employees. e. Cost Economic Measure 20% Contribution in terms of suggestions/inventions or performance of functions which results in monetary savings. Such suggestion or performance must have been documented and implemented from January to December, 1997. f. Simple Living 10% Modest life appropriate to his position and income. He does not indulge in extravagant or ostentatious display of wealth in any form. 4. Model Employee Committee A. Functions A Model Employee Committee shall be created with the following tasks: 1. Set criteria for model employee; 2. Prepare Revenue Memorandum Order prescribing the guidelines and procedures for the BIR employee awards; 3. Conduct selection process for awardees; 4. Submit the list of awardees to MANCOM; 5. Prepare the prizes/plaques and certificates for the awardees; 6. Document the result of the quest. B. Composition i.) Over-all Committee Chairman - MANCOM Vice-Chairman - Asst. Commissioner (HRDS) Secretariat - Personnel Division ii.) National Office Committee (per Service) Chairperson - Asst. Commissioner Members - Head Revenue Executive Asst. 1 Division Chief 1 Section Chief Secretariat - Personnel Division iii.) Regional Office Committee (per Region) Chairman - Regional Director Members - Asst. Regional Director 1 Revenue District Officer 1 Division Chief Secretariat - HRMU iv.) Revenue Data Center Committee (per RDC) Chairman - RDC Head Members - Asst. RDC Head 1 Office Head 1 Division Chief Secretariat - Administrative Office 5. Announcement of winners Winners will be announced on July 31, 1998, during the BIR Anniversary Celebration Ceremonies. III. MECHANICS OF THE SEARCH A. Nomination 1. Each of the following offices shall nominate one employee to participate in the search: National Office Office of the Commissioner Office of the Deputy Commissioners for: Operations Group Resource Management Group Information Systems Group Legal and Enforcement Group All Services All Divisions Regional Offices Office of the Regional Director Administrative Division Assessment Division Collection Division Finance Division Special Investigation Division Legal Division Revenue District Offices Revenue Data Center Office of the Head Quality Assurance Office Computer Operations and Network Engineering Office Document Processing Office Administrative Office 2. Documentation Requirements Each nominee shall submit to the respective National and Regional Committees the following: 1. duly accomplished nomination form; 2. recommendation of the Head of Office; 3. 3 copies of Personal Data Sheet with 2 x 2 picture duly subscribed and sworn to before the highest ranking officer in the office. 3. The respective National, Regional and RDC Committees shall screen the nominees based on the aforementioned criteria. 4. There shall be only one winner per Region/Service/RDC; and one winner from both the Office of the Commissioner and Office of the Deputy Commissioners. 5. Results of judging of the Committees shall be submitted to the Over-all Committee for the Golden Awards. 6. The Management Committee (MANCOM) is the over-all Committee in-charge for the selection of the three (3) Golden Awardees. 7. The Golden Awardees shall be the official entry of BIR for the Civil Service Annual Awards. B. Awarding Honors The model employee awardees shall be entitled to the following: National/Regional/RDC Winners 1. promotion/merit increase (whichever is applicable) 2. certificate of recognition Golden Awardees First Prize - P 10,000.00 and trophy Second Prize - 7,000.00 and trophy Third Prize - 3,000.00 and trophy IV.
