December 28, 1970 REVENUE MEMORANDUM ORDER NO. 60-70 SUBJECT : Approval or Sick and Vacation Leaves After Reporting to New Assignments In accordance with policies and practices of the Bureau of Internal Revenue, fieldmen are being reshuffled from time to time in the interest of the revenue service. By the nature of the functions of the revenue service, there is a need for mobility of assignments. One of the responsibilities of accepting positions in the internal revenue service is to be prepared to assume assignments where the needs of the revenue service require. It has been observed, however, during the past that when revenue officials do not like their new assignments, they just report for duty and soon thereafter, they will file sick or vacation leave. Such practices frustrate the purpose of the Travel Assignment Orders. Hence, there should be a curb on these malpractices. All Department Heads, Regional Directors, Division Chiefs, Revenue District Officers and all others concerned should not approve applications for sick and vacation leaves of transferees to their new assignments after reporting for duty, but should forward the said application to the Deputy Commissioner (Administration), for approval. cd Likewise, all those transferees who have not reported to their new assignments as of January 16, 1971 should be reported to the National Office. Heads of units should not allow transferees to continue working in their old offices, without prior permission secured from the Deputy Commissioner (Administration).
