October 27, 1997 REVENUE MEMORANDUM ORDER NO. 58-97 SUBJECT : Implementing Guidelines and Procedures on Value-Added Tax Information System (VATIS)' Transition to Integrated Tax System (ITS) TO : All VATIS Managers, System Administrators, Operators and Others Concerned I. Objective This Order is issued to prescribe the guidelines and procedures in the various VATIS sites in preparation for the roll-out of the Integrated Tax System. II. Background The Value-Added Tax Information System (VATIS) is the Bureau's first computer information system designed primarily to support BIR at the Revenue District Office level in managing the collection of Value-Added Tax. Currently, VATIS is installed in the following Revenue District Offices: RDO 29 Tondo-San Nicolas RDO 48 West Makati RDO 30 Binondo RDO 49 North Makati RDO 31 Sta. Cruz RDO 50 South Makati RDO 32 Quiapo-Sampaloc RDO 51 Pasay RDO 33 Intramuros-Ermita-Malate RDO 52 Paraaque RDO 38 North Quezon City RDO 53 Las Pias RDO 34 Pandacan-Sta. Ana-Paco RDO 54 Trece Martires RDO 41 Mandaluyong RDO 81 North Cebu RDO 42 San Juan RDO 82 South Cebu RDO 45 Marikina RDO 47 East Makati With the implementation of the Integrated Tax System in these Revenue District Offices, VATIS will be gradually phased-out and shall be absorbed by the new system. III. Guidelines and Procedures In order to achieve the above-stated objective, the following guidelines and procedures must be observed. A. Transfer of VATIS Personnel to Revenue Data Center The existing workforce assigned in VATIS will be transferred to the corresponding Revenue Data Center, that is, to whichever RDC their RDO belongs. Consequently, corresponding Revenue Travel Assignment Orders (RTAOs) will be issued for the purpose. New roles will be assigned to these personnel based on their job qualifications and evaluated job performance. B. Report/Documentation All final report/documentation generated by the system will be turned-over to their respective VATIS Manager (Asst. Revenue District Officers) for their reference. Soft copy in archive format shall also be prepared for proper endorsement to the Network and Systems Operations Office. C. Transfer of VATIS Machine including the Hardware and Software The hardware and software installed respectively in the VATIS site will be turned-over to the Field Technical Support Division or Network Systems Operations Division, Information Systems Operation Service for appropriate disposition once the Integrated Tax System has been rolled-out to an RDO. PRINTRONIX P6000L Pedestal Model Line Printer 2. EPSON FX-1170 Dot Matrix Printer 3. EPSON LQ-1170 Dot Matrix Printer 4. EPSON LQ-2550 Dot Matrix Printer 5. FUJITSU DL-6400M Dot Matrix Printer Software Classification SCO UNIX Operating System and Progress Application Software Manuals including the Installation Diskettes and Tapes supplied to the district will be transferred to Field Technical Support Division to form a part of the Software Technical Library. VATIS Application System in archive format and Tape Back-up containing the database files in addition to the Program Application System will be forwarded to Network Systems Operations Division, Information System Development Service. IV. Repealing Clause Existing issuances inconsistent with this Order are hereby repealed accordingly. V. Effectivity This Order shall take effect immediately. LIWAYWAY VINZONS-CHATO Commissioner
