December 23, 1976 REVENUE MEMORANDUM ORDER NO. 56-76 SUBJECT : Creation of a Bidding and Award Committee TO : All Internal Revenue Officers and others concerned In order to maintain better management control in the purchase of supplies, materials and equipment and to effect economy in the repair and maintenance of equipment, a Bidding and Award Committee is hereby created with the following functions and responsibilities: 1. Screen and pass upon all Requisition and Issue Vouchers (Gen. Form No. 35-A) for supplies, materials and equipment from the Central and Field Offices of the Bureau, except requisitions for supplies and materials of Regional Offices involving an amount not exceeding P1,000.00 a month which shall be purchased by the respective Regional Offices, and may: a. Delete or cancel such items as are not appearing in the Procurement Program of the Bureau required by, and submitted to, the Bureau of Supply Coordination; b. Reduce the quantities of such items which in its option are excessive and/or not absolutely needed, without impairing the exigencies of the service; 2. Determine whether the requisitioned items are to be procured in the regular manner through the Bureau of Supply Coordination, public bidding, emergency purchase or negotiation; 3. Pass upon requests for emergency repairs of equipment in the Central Office, Revenue Region No. 3-A (San Fernando, Pampanga), 3-B (Valenzuela, Bulacan), 4-A (Manila), 4-B (Quezon City) and 4-C (San Pablo, Laguna); 4. See to it that the repairs are done at prices and under conditions most advantageous to the government and in strict compliance with the rules and regulations on the matter; 5. Require each requisitioner to justify the need for the supplies, materials and equipment being requisitioned or for the repair of equipment requested to be repaired; 6. See to it that all the requirements for the same commodity or service are consolidated in one Purchase Order or stock if the purchase or stock is payable from the same fund; 7. Inspect from time to time the stock of supplies, materials and equipment on hand to obviate over-stocking and unnecessary tying up of funds which may be devoted for more useful purposes; cdt 8. Except as otherwise provided in existing regulations, the Committee in making the procurement, shall insure that the stock of supplies, materials and equipment, spare parts acquired through ordinary and emergency purchases, shall at no time exceed the normal three-months requirement; 9. See to it that only locally manufactured equipment, parts, accessories, medicines and drugs, supplies and materials, shall be purchased except when the price of the locally manufactured articles exceed those determined by the Flag Law by 15%; 10. Act as Award Committee for the printing of BIR forms and other matters, except accountable forms; 11. It shall meet as often as necessary and submit the minutes of each deliberation together with pertinent documents to the Commissioner. This Order takes effect immediately. EFREN I.
