December 12, 1989 REVENUE MEMORANDUM ORDER NO. 55-89 SUBJECT : Issuance of Visas to Restricted Nationals TO : All Assistant Commissioners, Regional Directors and All Others Concerned In a memorandum dated November 6, 1989 of the Assistant Secretary of the Department of Finance in conformity with the memorandum dated October 10, 1989 of the Secretary of Foreign Affairs, he reminded government agencies to strictly adhere to the standing practice of coursing all invitations to restricted nationals through the Department of Foreign Affairs. For your information and guidance, the nationals from the following countries are considered restricted nationals: aisa dc 1. Albania 2. Cuba 3. Laos 4. Libya 5. North Korea 6. PROC 7. South Africa 8. USSR 9. Vietnam 10. Kampuchea 11. Stateless including Palestinians 12. Taiwanese and C.I. and D.I. Chinese 13. Iranian 14. Australians C.I. holders 15.
