November 24, 1989 REVENUE MEMORANDUM ORDER NO. 53-89 (amended by RMO 32-95) SUBJECT : Amendment of RMO No. 21-89 Dated March 16, 1989, as Further Amended Under RMO No. 23-80 Dated June 11, 1980 and RMO No. 34-83 Dated October 26, 1983, Delegating Administrative and Substantive Authority to Regional Directors TO : All Revenue Officials and Employees In view of the reclassification/retitling of positions under the approved Position Allocation List of the BIR by the Department of Budget and Management pursuant to National Compensation Circular No. 58, implementing Sections 6 and 23 of RA 6758, effective July 1, 1989, RMO No. 23-80, as amended by RMO No. 34-83 delegating appointing authority over original and promotional appointments to positions in the first level to the Regional Directors, is hereby amended to include the positions indicated in the attached list only. Appointment to the rest of the positions shall be prepared in the Central Office. aisa dc All appointments issued under this Order are subject to the CS Law and Rules, LOI No. 799, the Revised Merit Promotion Plan of the Bureau, and all the National Office policies now existing or may later be promulgated.
