August 25, 1975 REVENUE MEMORANDUM ORDER NO. 52-75 SUBJECT : Bureau Report on Major Accomplishments TO : All Revenue Service Chiefs and Division Chiefs, Revenue Regional Directors, Branch Chiefs, and Revenue District Officers The secretary of Finance has made it an established policy to require this Bureau to submit a report on major accomplishments at the end of every calendar and fiscal year. In order to facilitate the preparation and submittal of said report and to ensure its quality, timeliness, and effectiveness, the following guidelines are hereby issued for the guidance and compliance of all concerned: 1. All Divisions and major Units in the National Office shall prepare a quarterly report on their respective major accomplishments which shall be submitted in one copy only to their respective revenue service chiefs within two (2) days after the end of every quarter. All units or groups under the Office of the Commissioner shall submit the Report to Assistant Commissioner Lauro D. Abrahan 2. Revenue District Offices and Branch Offices shall also prepare a similar quarterly report on major accomplishments of their respective units and shall submit the same to the Revenue Regional Director concerned not later than the 7th day after the end of every quarter. 3. The report by its very name and nature should not only be brief for fast reading but should contain only major accomplishments of the divisions, major units, and revenue services concerned. Thus mere assessments, investigation, collection, inspection, legal, administrative, data processing, and management activities, such as for example, amounts assessed or collected, cases investigated or decided, office communication or issuances prepared or issued, or similar routine activities performed in the ordinary discharge of office functions and responsibilities should not be cited in this Report. Assessment and collection accomplishments are any way reflected and reported in total revenue collections which is the first key item in the Report. The exception is when they are significant or spectacular enough as, for example, the activity(ies) cited resulted in the apprehension or tax compliance of a big time tax evader, or the discovery and/or busting of serious or enormous tax evasions or similar violations of the tax laws; or the cases involved precedent rulings or decisions or are above the ordinary nature of tax cases; or when the administrative, data processing, or management activities have resulted in significant tax administration improvements. In case of field service reports, they can cite the discovery and/or busting or rampant, flagrant or organized tax evasion or tax laws violations or significant tax information/education campaigns which have resulted in greater tax compliance, or significant tax assistance service which has elicited commendation from the public and generated greater public response and support to the Bureau. Where no major accomplishments can be reported, a one half page report shall nevertheless be submitted in which this shall be stated: No Major Accomplishments for the Quarter Ended . 4. Services concerned shall in turn consolidate their division or unit reports into one service report which shall be submitted within ten (10) days, after the end of June or December to Assistant Commissioner Lauro D. Abrahan in the form of a semi-annual or calendar or fiscal year report, as the case may be, copy furnished the Deputy Commissioner Conrado P. Diaz and Assistant Commissioner Bernardo D. Carpio. Regional Offices shall submit said report thru same procedure within fifteen (15) days after the end of June or December, as the case may be. Report for First 6 months of Calendar Year End of December: 1. Consolidated Report for Calendar Year Ended 2. Report for First 6 months of Fiscal Year * All based on quarterly reports in order to facilitate consolidation and preparation of the final report. 5. Management Division shall be responsible for recording and consolidating a semi-annual report on all significant developments or major accomplishments in the area of tax administration for submission to the Secretary of Finance.
