July 5, 1999 REVENUE MEMORANDUM ORDER NO. 51-99 SUBJECT : The 1999 Search for Model Employees TO : All Revenue Officials and Employees I. OBJECTIVES This Order is issued to: 1. Prescribe the guidelines and procedures in the search for model employees at the National/Regional Offices; 2. Define the roles and responsibilities of Committees/personnel involved in the search for model employees; 3. Establish a system of conferring annual model employees award based on institutionalized norms of conduct; 4. Motivate and inspire revenue employees to uphold the highest standard of behavior; and 5. Sustain efforts at improving oneself for the benefit of other people in terms of interpersonal relationship and delivery of services. cdlex II. POLICIES To attain these objectives, the following policies are prescribed: 1. Coverage a. Any rank and file employee with a salary grade of 18 and below from the National/Regional Offices and the Revenue Data Centers shall be nominated by the Office Heads/Division Chiefs/Revenue District Officers to this search. b. Nominees shall be permanent revenue employees who have rendered at least two years of service in the Bureau. c. All nominees shall have no administrative case nor engaged in any prohibited acts and transactions. d. Model employees of previous year/s are no longer eligible to join the 1999 Search. 2. Period The Model Employees Award shall be an annual quest to be conferred during the BIR anniversary celebration. For the annual search, the period covered shall be from January to December of the preceding year. 3. GUIDELINES AND INSTRUCTIONS 1. Criteria Based on Civil Service Commission Memorandum Circular No. 56, s.1989, the criteria for the selection of winners for the Model Employees Awards are the following: a. Quality and Consistency of Performance 30% The behavioral performance, conduct or achievement in the observance of the norm(s) of conduct has been consistently outstanding or exemplary. LLjur b. Unique and Exemplary Quality of Achievement 30% The achievement is extraordinary and easily distinguishable for its uniqueness and originality. c. Risk or Temptation Inherent in the Work 15% This refers to the dangerous element/factor or temptation substantially present in the work. d. Obscurity of the Position 10% This refers to the lowliness or insignificance of the position in relation to policy and decision making or to technical and supervisory positions. e. Years of Service 5% This refers to the cumulative years of service that the nominee has rendered the Philippine Government. f. Level of Salary 5% This shall be in accordance with the salary grades provided in Republic Act No. 6758, the Salary Standardization Law, or their equivalents in the local government, the military and the police. g. Any similar circumstances or considerations in favor of the particular nominee 5% 2. Phases/Selection Date a. First Phase Per Office/Division/RDO National Office a. Offices of the Commissioner and 1 nominee for the five (5) Deputy Commissioners Offices b. All Services nominee for each Service c. All Divisions 1 nominee for each Division Regional Offices a. Offices of the Regional and Asst. 1 nominee for the two (2) Regional Director Offices b. Administrative, Assessment, 1 nominee for each Division Collection, Finance, Special Investigation, Legal Divisions c. Revenue District Offices (RDO) 1 nominee for each RDO d. Revenue District Centers (RDC) 1 nominee for each RDC Selection date: 13 July 1999 b. Second Phase Per Service/Region The respective Assistant Commissioner and Regional Director shall screen the nominees under his/her jurisdiction. Selection date : 15 July 1999 c. Third Phase There will be five (5) model employees. One (1) model employee shall be selected to represent each of the following areas: National Office One model employee shall be selected from among the Services in the National Office. Metro Manila One model employee shall be selected to represent the following Revenue Regions and Data Centers in Metro Manila: Revenue Region 5 Valenzuela City 6 Manila and RDC Southern Luzon 7 Quezon City and RDC Central Luzon 8 Makati City and RDC Makati Luzon One model employee shall be selected to represent the following Revenue Regions in Luzon: Revenue Region 1 Calasiao, Pangasinan 2 Cordillera, Administrative Region (CAR) 3 Tuguegarao Cagayan 4 San Fernando, Pampanga 9 San Pablo City 10 Legazpi City Visayas One model employee shall be selected to represent the following Revenue Regions and Data Centers in the Visayas: Revenue Region 11 Iloilo City 12 Bacolod City 13 Cebu City and RDC Visayas 14 Tacloban City Mindanao One model employee shall be selected to represent the following Revenue Regions: Revenue Region 15 Zamboanga City 16 Cagayan de Oro City 17 Butuan City 18 Cotabato City 19 Davao City Selection date: 20 July 1999 3. Mechanics of the Search Office Head/Division Chief/RDO a. Conduct first phase of the selection process based on criteria mentioned in Part III no. 1 of this RMO using the prescribed Nomination Form in Annex A; b. Submit the following requirements/documentation to respective ACIR/Director not later than 13 July 1999 : Duly Accomplished Nomination Form. Three (3) copies of nominee's Personal Data Sheet with 2x2 pictures (colored or black and white) duly subscribed and sworn to before the highest ranking official in the office where the nominee is assigned; Respective ACIR/Director c. Collate Nomination Forms from Offices/Divisions/RDOs under his/her jurisdiction; d. Conduct second phase of the selection, process together with the members of the Committee using List of Nominees prescribed in Annex B; e. Submit said list and documentation by fax or any means of fast communication duly signed by members of Committee to designated ACIR, HRDS/Regional Director within twenty four (24) hours after selection which shall be done not late than 15 July 1999 ; Designated Directors in Metro Manila, Luzon, Visayas and Mindanao f. Convene respective members of Committee; g. Collate List of Nominees and documentation submitted by respective Regional Directors under his/her corresponding phase; h. Conduct third phase of the selection process together with members of Committee; i. Submit to the ACIR, HRDS List of Nominees and documentation by fax or any means of fast communication duly signed by members of Committee within twenty four (24) hours after selection which shall be done not later than 20 July 1999; Over-all Committee/HRDS j. Collate abovementioned lists and documentation submitted by ACIR, HRDS/Regional Directors of Makati, San Fernando Pampanga, Cebu City and Davao City; k. Conduct final selection process; l. Prepare report duly signed by members of Committee; Personnel Division m. Prepare RSO directing the five (5) awardees from National Office, Metro Manila, Luzon, Visayas and Mindanao to attend the Awarding Ceremony at the BIR National Office on Aug. 2, 1999. 4. Awarding of Model Employees Certificates of Recognition for model employee awardees from the Regional Offices shall be awarded by the respective Regional Directors at the Revenue Region's Anniversary Celebration. For the National Office, awarding of the Certificates of Recognition shall be held during the flag ceremony on 26 July 1999. Winners from the third phase of National Office, Metro Manila, Luzon, Visayas and Mindanao shall be awarded during the BIR Anniversary Celebration at the National Office on 02 August 1999. dctai The five (5) model employee awardees shall be entitled to the following: a. Plaque of Recognition; b. Cash Reward c. Trophy (for the over-all winner) IV. REPEALING CLAUSE This supersedes RMO 60-98 dated 02 July 1998, The Annual Search for Model Employee. V.
