Addendum to the Policies and Guidelines in the Granting of Honoraria from TCP Funds Under RMO 16-98

June 22, 1998 REVENUE MEMORANDUM ORDER NO. 51-98 SUBJECT : Addendum to the Policies and Guidelines in the Granting of Honoraria from TCP Funds Under RMO 16-98 TO : All Revenue Personnel Concerned This order provides the following additional policies and guidelines in the granting of honoraria from TCP funds: 1. Personnel assigned/detailed at the Project Management Office (PMO) shall be entitled to TCP honoraria, based on their respective PMO responsibilities provided under Revenue Special Order (RSO) No. 1219-97 and subsequent related RSOs that may be issued. 2. The honoraria rates shall be in accordance with National Compensation Circular No. 75 of the Department of Budget and Management (DBM). The rate structure shall be as follows: Level Position per PMO Designation Honoraria Rate/no. NCC No. 75 I Project Management Management Advisory P2,500 Committee Chairperson Committee Members/ or equivalent/Project Project Director Manager/Director or equivalent II Project Management Project Management P2,000 Committee member or Committee Heads equivalent/Asst. Project Manager or equivalent/ Project Consultant/ researcher/expert/ specialist III Technical Staff/Team Project Manager/ P1,600 Leader/Coordinator/ Team Leader Senior Technical Staff IV Technical Staff/ Project Member P1,200 Team Member V Administrative Staff Secretariat Members/ P800 Administrative and Support Staff 3. PMO personnel/members will only be allowed to claim their honoraria if they did not apply for overtime pay. 4.
