November 5, 1963 REVENUE MEMORANDUM ORDER NO. 51-63 SUBJECT : Withdrawal from Circulation of All Internal Revenue Strip Stamps for Cigarettes other than the "De la Rue" Print or Issue TO : All Regional Directors, Provincial Revenue Officers and Others Concerned Effective immediately, all internal revenue strip stamps for cigarettes of all classes or denominations other than issues printed by Thomas de la Rue is hereby withdrawn from circulation. Subsequently, therefore, their use or affixture will be illegal. All concerned should be guided accordingly. (SGD.) RAMON T. OBEN Acting Commissioner of Internal Revenue
