October 28, 1993 REVENUE MEMORANDUM ORDER NO. 50-93 SUBJECT : Submission of Work Plans of Activities on Programs/TASP Implementation for 1994 and the Quarterly Accomplishment Report on Activities on Programs/TASP Implementation TO : All Assistant Commissioners, Regional Directors, National Division Chiefs, Regional Division Chiefs, Revenue District Offices and Others Concerned I. OBJECTIVES This Order is issued to: (1) Institutionalize the mission, objectives and strategies of the BIR as embodied in the Tax Administration Strategic Plan (TASP); (2) Set the policies and guidelines in work planning and accomplishment reporting for 1994 under the TASP; (3) Provide management with a mechanism to monitor the implementation of planned activities of particular offices in the BIR and measure output within the parameters of the TASP; II. POLICIES AND PROCEDURES To attain these objectives, the following are hereby prescribed: (1) Corollary to the TASP, the following shall be prepared and submitted by each National Division through its Service; and each Regional Division and Revenue District Office through the Regional Director's Office: a) Work Plan of activities on Programs/TASP Implementation for 1994; and b) Quarterly Accomplishment Report on Activities on Programs/TASP Implementation (2) The National Division Chiefs, Regional Division Chiefs and Revenue District Officers shall coordinate with their respective Assistant Commissioner and Regional Director, in the process of identifying activities on Program/TASP Implementation. The prescribed form in Annex B shall be used in presenting such activities of each national division, regional division and revenue district office. The Work Plan (Annex B) should be submitted to the officials listed in paragraph III-D of this order not later than December 1, 1993. (3) All division chiefs both in the national and regional offices and revenue district officers shall submit a quarterly accomplishment report on the activities on Programs/TASP Implementation through their respective Assistant Commissioner/Regional Director, who in turn shall forward said reports to the same officials in the aforementioned paragraphs not later than the 15th day of the month following each quarter . The form prescribed in Annex C shall be used for the purpose. (4) The Assistant Commissioners shall also formulate programs which prescribe the functional directions and priorities to be considered by the Regional and District offices in developing their own activities using the format in Annex A . (5) The respective Assistant Commissioner shall be responsible for: (a) Monitoring of the submission and evaluation of the Work Plan of Activities on Programs/TASP Implementation (Annex B) and the Quarterly Accomplishment Report (Annex C) pertaining to the particular programs formulated. The evaluation should provide feedback to the field offices regarding reports submitted, to include among others, questions regarding the report; acknowledgment on activities completed or ahead of schedule or showing positive results; concerns regarding activities that are behind schedule or were not successfully implemented; etc. The national office shall provide these feedback not later than one month after the quarterly accomplishment reports are submitted to the national office. (b) Submission of consolidated report, progress reports and executive reports to the Commissioner; (c) Providing technical assistance to all offices in preparing the Work Plan of Activities (Annex B) and the Quarterly Accomplishment Report (Annex C). 6. The Assistant Commissioner (Management and Planning Service) and the Chief, Planning Division shall compile the Work Plans (Annex B) and Quarterly Accomplishment Reports (Annex C) of all offices for the purpose of preparing the Annual Report and any other management report prescribed by the Commissioner. III. GUIDELINES IN PREPARING THE ACTIVITIES, THE QUARTERLY ACCOMPLISHMENT REPORT, AND PROGRAM DIRECTIONS A. Statement of Programs (Refer to Annex A) This should contain the prescribed information for the following programs formulated for 1994 with the denoted action plan per TASP and the responsible Assistant Commissioner. These programs prescribe the functional directions and priorities to be followed by the Regional and District Offices in developing their own work plans. Work Plan of Activities on Programs/TASP Implementation (refer to Annex B) - The following directions shall be considered in formulating the activities based on the TASP: 1. Activities - Identification of specific activities to implement programs as prescribed in Annex A , in the case of the RDO and regional divisions; and in the case of the national divisions, identification of specific activities to implement particular Action Plans as prescribed in TASP, or if applicable, programs prescribed in Annex A. Other activities necessary to implement the functions of the different offices not covered by a specified program or action plan can also be included under the heading " OTHER MATTERS " . 2. Responsible Official/Office - This shall identify the specific official and office primarily responsible for the implementation of the particular activity as prescribed in Part 1 of this section. The official/office to be indicated here shall be those assigned in the particular office which developed the work plan. 3. Time Frame - This shall indicate the duration or the targeted completion date or each activity. 4. Desired Results - This shall indicate the measure of output of each activity in quantitative, or non-quantitative terms, as the case may be. For non-quantifiable outputs, the expected results should be narratively reported. The desired results or measure of output can be defined in terms of the anticipated (1) results or outcome , i.e ., amount of deficiency collections; number of cases filed for prosecution; number of tax seminars conducted, etc.; or (2) process or activity to be conducted, i.e ., identification of stop filers or non-filers; reducing the levels of delinquent accounts; conducting performance audits, etc. 5. Required Linkages/Support - This shall enumerate the needed support as well as the required coordination with other offices (other BIR offices, other government agencies, private entities, etc.) It must be understood however, that the activities so stated must be planned and undertaken within the limits of the budget allocated to the BIR for the current year. casia C. Quarterly Accomplishment Report on Activities on Programs TASP Implementation (refer to Annex C) 1. This is a quarterly report on the accomplishment of the office/unit based on the activities submitted. For each of the particulars ( i.e ., Officials/Office Responsible, Period Undertaken and Desired Result), the actual data shall be reflected to readily identify the accomplishments of the reporting office. 2. Not more than two sentences shall be stated in the Remarks Column. Where applicable, a narrative report shall accompany Annex C containing explanations for shortfalls or high percentages of accomplishments over the targets. D. Distribution There shall be a work plan (Annex B) and quarterly accomplishment report (Annex C) to be accomplished for each of the programs enumerated in this order and which has been identified to be applicable for a particular office. These shall be prepared and distributed as follows: 1. Activities on Program/TASP Implementation 1.1 National Divisions: Original - Assistant Commissioner concerned Duplicate - Chief, Planning Division Triplicate - Division's file copy The Assistant Commissioners shall consolidate its divisions activities and submit such consolidation as follows: acd Original - Commissioner Duplicate - Chief, Planning Division Triplicate - Service's file copy 1.2 Regional Divisions and Revenue District Offices: Original - Regular Director Duplicate - Assistant Commissioner concerned Triplicate - Chief, Planning Division Quadruplicate - Regional Division's/ Revenue District Office's file copy The Regional Director shall consolidate its divisions' and district offices' activities and submit such consolidation as follows: Original - Commissioner Duplicate - Assistant Commissioner concerned Triplicate - Chief, Planning Division Quadruplicate - Revenue Region's file copy 2. REPEALING CLAUSE This Order amends or supersedes Revenue Memorandum Order No. 6-91 dated February 12, 1991 and all other issuances or portions thereof inconsistent herewith. V.
