August 27, 1970 REVENUE MEMORANDUM ORDER NO. 50-70 SUBJECT : Amendment of the Limits to Claims for Traveling Expenses as Prescribed by Revenue Memorandum Circular No. 45-64 Dated September 28, 1964 To generate sufficient savings from the Bureau's general fund appropriations for the early implementation of the salary adjustments of revenue personnel, claims for traveling expenses shall be limited to the following for the duration of the current fiscal years: (1) The implementation of GAO General Circular No. 83-A as prescribed by Revenue Memorandum Order No. 2-65 shall be suspended except with respect to personnel who are subpoenaed to attend court hearings. Other official travels for which per diems are claimed shall be covered by Commonwealth Act No. 246. (2) Gasoline and oil expenses shall allowed a maximum of P60.00 a month, car washing and greasing only once every three months. (3) Examiners, investigators, inspectors and all others in the National Office shall be allowed a maximum of P20.00 a month. (4) Fieldmen in Revenue Region Nos. 6, 7 and 8 shall be allowed the following rates. (a) Examiners, investigators, seizure agents of the Collection Branch, and trial attorneys or legal officers of the Legal Branch of Region No. 6 shall be allowed a maximum of P20.00 a month except those assigned in Cavite. Collection Agents of Region No. 6 directly remitting collections to the Treasury shall be allowed a maximum of P30.00 a month. (b) Examiners, investigators, seizure agents of the Collection, Branch, and trial attorneys of Region No. 7 shall be allowed a maximum of P15.00 a month. (c) Examiners, investigators, seizure agents of the Collection Branch, and trial attorneys of the Legal Branch of Region No. 8 shall be allowed a maximum of P18.00 a month except those who are assigned in Mindoro and Palawan. (5) Examiners, investigators, and inspectors assigned in more than one factory or establishment located in different municipalities, seizure agents, and trial attorneys or legal officers in other regions shall be allowed a maximum of P50.00 a month. (6) Collections Agents and Cash Clerks shall be allowed P15.00 and P5.00 additional if they travel outside of their station towns with the approval of their Chief Revenue Officers evidenced by certificate if appearances. If they are acting as Collection Agents in two or more municipalities, an additional traveling allowances of P.60 per day shall be allowed not to exceed P12.00 a month. Reimbursement of traveling expenses which are claimed later than the time provided for under Revenue Memorandum Order No. 7 dated January 19, 1966, shall not be entertained. Supplies and materials shall be procured only if they are vitally needed. cdt Expenses incurred under the direction of any official of the Bureau without prior approval as prescribed above shall be chargeable against the personal accounts of the officials concerned and the Bureau will not pay for such expenditures.
