Requiring All Heads of Offices and Agencies to Course Matters on Questions of Policy Through the Proper Department Head

July 20, 1964 REVENUE MEMORANDUM ORDER NO. 50-64 TO : All Internal Revenue Officers and Employees of this Bureau For the information and guidance of all officers and employees of this Bureau, there is quoted hereunder Memorandum Circular of the Honorable, the Secretary of Finance dated June 17, 1964: "TO: Heads of bureaus and offices of the Department of Finance, division chiefs and other officials of the Department of Finance Proper. "Attention is invited to the following communication of Honorable, Calixto O. Zaldivar, Acting Executive Secretary, Office of the President of the Philippines, Malacaang, which is quoted in full hereunder: 'I have the honor to remind you that upon recommendation of the Cabinet at its meeting today, the President suggested that as a matter of practice, all bureau directors, commissioners, and heads of offices and agencies under the various executive departments should course matters involving questions of policy through the proper department head concerned to avoid the risk of premature publicity and public discussion of such matters and to forestall the possibility of placing the government in an embarrassing situation. Accordingly, the President requested that this matter be brought at once to the attention of all the agencies, bureaus and offices under your department. 'Please be guided accordingly.'
