May 15, 1997 REVENUE MEMORANDUM ORDER NO. 49-97 TO : All Concerned Revenue Officials and Employees SUBJECT : Training Program Policies under the Tax Computerization Project I. OBJECTIVES This order is issued to: 1. Prescribe set of policies and guidelines in the conduct of the training program under the Tax Computerization Project. 2. Improve the training procedures to give clear and distinct directions to the Training Administrators and participants relative to: a. Participants selection b. Participants decorum during the training course c. Compliance to the RSO d. Completion of the course e. Signing of contracts for technical trainings II. POLICIES A. General 1. The Training Division and the Training Management Office, under the supervision of the Human Resource Development Service, shall administer and implement the policies and procedures in the conduct of the training programs under the Tax Computerization Project. 2. The Training Division and the Training for ISG Committee shall identify and prioritize the participants for each training course on the basis of training needs, training paths, special project/work assignments and recommendations submitted by head of offices in consultation with appropriate line management. Also, they must ensure that there will be no redundancy in the training/s to be undertaken by BIR personnel. 3. Guided by the pre-requisites of the course and the priority of the computerization project, the Training division shall prepare the Revenue Special Order directing participants to attend the training course. 4. Exemptions from training shall be granted to officials and employees due for retirement within one year of the scheduled date of training. 5. In case of deferment, the participant shall submit a Deferment Form (Annex A) to the Training Division three (3) days before the start of the training course, stating the reasons for deferment. Deferment shall be noted and signed by the Division Chief/District Officer and approved by the Assistant Commissioner/Regional Director. 6. A participant who failed to attend the training course and has not submitted a Deferment Form within the prescribed period shall be subject to disciplinary action. 7. The Training Division shall maintain a roster of waitlisted participants for each course who shall be available for training on the scheduled date to replace a bonafide participant who requested for deferment or is absent on the first day of training. 8. Participants shall be required to attend 75% of the training time before issuance of Certificate of Completion, except for courses that are conducted for less than a day which requires 100% attendance of the training time. 9. The course on Integrated Tax System is a pre-requisite to all business training courses under the Tax Computerization Project. Furthermore, the Foundation Course is required to all BIR personnel. 10. In the event of unexpected holiday during the scheduled training date or should there be class cancellation, for whatever reason, the participants shall be notified of the revised schedule. 11. Participants must ensure proper turnover of work assignment during the period of training. 12. Participants shall re-echo any relevant training/seminar to other members of office/unit concerned to save training cost. B. Specific 1. Participants need to pass evaluation exams that are given after the conduct of technical trainings. 1.1 Participant who failed in the examinations will be given a re-assessment. 1.2 A change in role assignment will be effected to participants who failed in the re-assessment. 2. It is obligatory for participants of technical trainings to sign a contract with Training for ISG Committee. III. PROCEDURES A. Local 1. Recommendations for business training under the Tax Computerization Project shall be submitted to the Training Division. On the other hand, the list of technical training recommendees shall be addressed to the Project Manager, Training for ISG. Nominations for technical training are based on the training paths approved by their immediate supervisor. 2. After the participants have been identified and prioritized, the Training Division and the Training for ISG Committee shall separately prepare the Revenue Special Order two (2) weeks before the scheduled training course. 3. The Personnel Division shall verify the correctness of the names and place of assignments of the training participants. 4. The Revenue Special Order shall be served to the training participants five (5) days before training date. Upon receipt of the Revenue Special Order, the nominees are deemed official participants to the course. 5. Duly approved Deferment Form shall be submitted to the Training Division three (3) days before the start of training. 6. Participants must be in the training room five (5) minutes before the scheduled session. Every participants must sign "IN" and "OUT" in the attendance sheet every morning and afternoon of each training day. The BIR Training Administrator must always close the Attendance Sheet by drawing a line on the last attendees who has logged in 15 minutes after the official start time of the training seminar. 7. Participants must wear their BIR ID cards during the session. 8. Participants are required to indicate their respective ID numbers in the attendance sheet for Training Database purposes. 9. Participants are expected to observe proper decorum at all times. These include proper attire, courtesy in dealing with co-participants, trainers, resource speakers, and guests staying inside the training room during sessions. 10. Participants shall be allowed to receive visitors and calls only at break time, except in cases of emergency. B. Foreign 1. In the event the participants plans to stay abroad beyond his prescribed training schedules, he/she shall seek approval from his immediate supervisor for the intended duration of leave. 2. Participants who intend to leave earlier than the official departure time shall execute a waiver. This document shall indicate the Bureau's non-commitment/responsibility to the trainee. 3. A service contract shall be signed by the participants prior to the official scheduled departure date. 4. The participants shall submit a report of accomplishment and recommendations based on the training attended upon his return. IV. EFFECTIVITY This Order takes effect immediately.
