1989 Merit Awards

December 11, 1989 REVENUE MEMORANDUM ORDER NO. 48-89 SUBJECT : 1989 Merit Awards TO : Internal Revenue Officers Concerned BACKGROUND During the BIR anniversary celebration last August, President Corazon Aquino expressed her desire to acknowledge meritorious performance of selected revenue officials and employees by honoring these individuals in a function she will personally host in Malacaang. This issuance provides for the system of selecting the recipients of the merit awards for 1989 that shall be given on this occasion. GENERAL CONSIDERATIONS AND ASPECTS 1. Twenty (20) BIR officials and employees shall be selected as merit awardees for 1989. The selection shall be made to ensure that the different position levels and geographical regions are represented. cd i 2. Criteria for selection shall be performance, public service and character. 3. The awardees shall receive presidential citations in a function to be hosted by the President in Malacaang sometime in January 1990. AWARDEES TO BE SELECTED The following shall be selected to compromise the twenty merit awardees for 1989: Position Number to be selected 1. Assistant Commissioner 1 2. Regional Director 1 3. Division Chief 1 4. Branch Chief 3 5. Revenue District Officer 3 6. Rev. Enforcement Officer- Assessment (up to Senior REO) 3 7. Rev. Enforcement Officer- Collection (up to Senior REO) 3 8. Support personnel (those with salary range up to range 11) 3 9. Technical/supervisory (all other employees with salary range over 11) 2 TOTAL 20 PHASES OF NOMINATION/SELECTION 1. Board of Judges There shall be a board of judges composed of the Commissioner of Internal Revenue, as chairman, and the two Deputy Commissioners, which shall select the twenty awardees from a batch of nominees. This batch shall be compromised of the nominations made pursuant to the following paragraph. The selection shall be made by the later part of January 1990. 2. Nomination Each Assistant Commissioner and Regional Director shall nominate individuals assigned to the different offices under his or her jurisdiction/responsibility in the prescribed nomination form. Nominations shall be made for the different positions, where applicable, and shall not exceed the number of nominees prescribed. The nomination form must be submitted to the Secretariat, 1989 Merit Awards, Room 501, BIR National Office Building, Diliman Q.C., not later than January 10, 1990. The nominees must satisfy the minimum criteria prescribed in this circular. In preparing the list of nominees, the Assistant Commissioner/Regional Director may consider nominations made by his or her subordinate officials/employees. All Assistant Commissioners and Regional Directors shall automatically be included in the batch of nominees for their particular positions. MINIMUM CRITERIA FOR NOMINATION/SELECTION All nominees of the Assistant Commissioners/Regional Directors must meet the following criteria: (1.) a performance rating of at least "Very Satisfactory" in the last performance evaluation; (2.) have never been charged administratively; (3.) have performed meritorious public service as evidenced by unsolicited testimonies, awards and/or other forms of commendations from the public.
