August 10, 1966 REVENUE MEMORANDUM ORDER NO. 48-66 I. Title : Immediate Test Application of Blue Ribbon Personnel Management Program II. To : All Revenue Operations Heads, Regional Directors, Chiefs of Divisions, Regional Branch Chiefs and Chief Revenue Officers III. Review of Pending Personnel Actions By way of effectively implementing the Personnel Blue Ribbon Management Program in the Bureau of Internal Revenue in keeping with progressive trends in personnel administration, it is hereby directed that personnel actions previously taken or to be taken in the Data Processing Center, Organization and Methods Staff and Personnel Division, respectively, be frozen for a period of not exceeding sixty (60) days effective from receipt hereof. For the purpose, all the papers and documents bearing on such personnel actions shall be turned over immediately by the Chief, Personnel Division to the Personnel Blue Ribbon Task Force chaired by Mr. Ricardo J. Mateo, created under Revenue Special Order No. 334-66 dated July 11, 1966, (copy attached) so that a careful screening and processing thereof could be effected in line with the Qualifications Standards for appropriate positions established for the Bureau of Internal Revenue pursuant to Civil Service Commission Memorandum Circular No. 5, series of 1963, dated February 5, 1963 and in accordance with Section 23 of Republic Act 2260 and Section 3(d) Rule VII of the Revised Civil Service Rules as well as the Merit Promotion Plan and System of Ranking Positions forming integral parts thereof. The said Task Force is instructed to complete the desired screening and processing within the same period of time for appropriate action by the Commissioner of Internal Revenue. LLjur VII. Restatement of Policy of Non-Interference To further bolster the Blue Ribbon concept of personnel administration in the Bureau of Internal Revenue, it is likewise declared that, henceforth, no interference whether internal or external concerning the recruitment and promotion of personnel in the three (3) aforementioned Divisions shall be allowed. VIII. Assignment of Responsibility In line, therefore, with the aforesaid pronouncements, the Chiefs, Data Processing Center, Organization and Methods Staff and Personnel Division with the concurrence of their respective Revenue Operations Heads are hereby given the corresponding authority with responsibility to recommend for selection and promotion only capable personnel therein subject to final action thereon by the Commissioner of Internal Revenue. IX. Qualification Standards, Merit Promotion Plan and System of Ranking Positions The Qualifications Standards of the Bureau of Internal Revenue, together with the Merit Promotion Plan and System of Ranking Positions which form integral parts thereof are to be used as basis by the Task Force in conducting the desired screening of recommended personnel. X. Immediate Goal The immediate goal of this program is to improve revenue personnel management which constitute the core around which successful tax administration revolves. cda XI. VERA Commissioner of Internal Revenue July 11, 1966 REVENUE SPECIAL ORDER NO. 48-66 The exigencies of the revenue service so requiring, and in order that action could be facilitated by the Civil Service Commission on the Qualifications Standard of the Bureau of Internal Revenue together with its Merit Promotion Plan, System of Ranking Positions and Performance Rating Plan pending therein, there is hereby constituted a Technical Panel to be composed of all Revenue Operations Heads as follows: cdtech 1. Revenue Operations Head (Assessment) 2. Revenue Operations Head (Collection) 3. Revenue Operations Head (Legal) 4. Revenue Operations Head (Management & Planning) 5. Revenue Operations Head (Administrative Services) 6. Revenue Operations Head (Internal Audit) 7. Revenue Operations Head (Specific Tax) 8. Revenue Operations Head (Special Services) The said Panel shall be ready for consultation by the Civil Service Commission with respect to the various positions under their respective jurisdictions. Messrs. Arturo M. Arcilla and Ricardo J. Mateo, Acting Revenue Operations Head (Management & Planning) and Special Assistant, Internal Audit Department, respectively, shall act in an advisory capacity thereto. There is also hereby constituted a Personnel Blue Ribbon Task Force under the chairmanship of Mr. Ricardo J. Mateo, former chief, Personnel Division and now Special Assistant, Internal Audit Department with the following as members thereof: 1. Mr. Melchor Ramos Asst. Chief, O & M Staff 2. Miss Rizalina Vergara Chief, Personnel Benefit Section, Personnel Division 3. Mr. Andres Donado Special Investigator, Personnel Audit Division which shall also work and closely coordinate with the Civil Service Commission on a Blue Ribbon Personnel Programs for the Bureau of Internal Revenue. The Task Force shall incorporate whatever has been agreed upon between the Civil Service Commission and the Technical Panel of the Bureau into the overall blue ribbon personnel program. In connection herewith, Miss Vergara and Mr. Donado are temporarily relieved of their duties, while Mr. Ramos shall perform his new assignment in addition to his present duties. As the overall Coordinator of the Panel and Task Force stated herein, Mr. Mateo shall report to the Commissioner of Internal Revenue from time to time on the progress achieved and a final report on the outcome thereof. aisadc This Special Order shall take effect immediately.
