July 1, 1964 REVENUE MEMORANDUM ORDER NO. 48-64 SUBJECT : Transfer of Functions, Records, Supplies, Equipment and Personnel of the Filing Unit of the Statistical Division (Management & Planning Department) to the Records Section, General Services Division (Administrative Services Department) TO : All Internal Revenue Officials, Employees & Others Concerned In order to achieve a more logical assignment of the functions of receiving, sorting, filing and keeping of revenue official receipts, coupons and other dockets related to tax payments which are at present being discharged by the Statistical Division and to enable the Statistical Division to concentrate fully its activities towards a more intensified gathering and analysis of statistical data, the said functions are hereby transferred to the Records Control Section, General Services Division, in accordance with the following procedures: cdtech 1. The functions of receiving, sorting and filing of receipts of payments, coupons and other papers pertinent to the reports of collections of all collection agents which are being discharged by the Filing Unit of the Statistical Division (Management & Planning Department) are hereby transferred to the Records Control Section, General Services Division. 2. All receipts of payments, coupons and other papers pertinent to the collection agent's reports of collections, together with the supplies and equipment, at present under the custody of the Filing Unit of the Statistical Division, shall be transferred to the Records Control Section, General Services Division, within ten (10) days from the receipt of this Order. In this connection, the usual procedures for the inventory of papers, documents, supplies and equipment, as a requirement for the transferring of responsibility from one operational unit to another, shall be strictly observed. 3. Aside from the receiving, sorting and filing of the abovementioned documents, the Records Control Section shall further assume the responsibility of issuing, upon approval by proper authority, certified true copies of Official Receipts to properly identified interested parties. 4. The Accounting Division (Management & Planning Department) shall discontinue the sending of all receipts of payments, coupons and other papers pertinent to reports of collection agents to the Statistical Division; and instead shall henceforth send them to the Records Control Section. 5. For the purpose of this transfer, all the present clerical personnel in the Filing Unit of the Statistical Division are hereby transferred to the Records Control Section, General Services Division. 6. All provisions of instructions and orders inconsistent with this Order are hereby deemed superseded or modified. cdll 7. This Memorandum Order shall take effect upon its approval. (SGD.) BENJAMIN N.
